Job Description


SAIC is seeking a GPOI - TEAM LEAD (TL)/”Country Manager in Cote d’Ivoire to support the US State Department's GPOI (Global Peace Operations Initiative) training program.


Duties and Responsibilities:

  • Serves as the Program Manager’s primary point of contact for contract execution, coordination, and management of GPOI task order activities. 
  • Primary interface with the US Embassy, Partner Nation military leadership, US military and international trainers, and other stakeholders associated with task order execution. 
  • Manages personnel assignments across training tasks; maintains professional standards of accountability, quality, and effectiveness; monitors conduct and discipline and tracks the movement of his or her team members traveling to, working in, and departing from the host country; and ensures the conduct and quality of all task order activities. 



Required Education and Experience:

  • HS/GED and 19 years of experience OR Bachelors and 15 years of related experience OR Masters and 13 years of experience; OR PhD or JD and 4 years or more experience.

  • U.S. Citizen.

  • 15 years of military operations experience, which includes service after September 11, 2001.

  • Attainment of military grade of E9 or O-4 and higher,

  • Demonstrated experience as a senior mentor/advisor to a senior foreign security partner with directly related experience in capacity building and unit-level assessments. 

  • Relevant military operations or foreign security force (police or military) training experience in the last 5 years. 

  • Regional Experience in Sub-Saharan Africa.

  • French language proficiency (2:2)

Desired Experience:

  • Experience in organizational development, conducting activities intended to drive institutional improvement and self-sufficient organizational change.

  • Experience as trained and certified Foreign Area Officer (FAO) with regionally focused expertise, including in an Office of Security Cooperation or DoD Attaché Office and/or

  • Commanded a combat arms battalion level unit (combat arms is defined as armor, cavalry, engineer, field artillery, or special forces) in the U.S. or NATO military land forces that will allow that individual to best support the task order objectives and goals while mentoring the training center staff, battalion staff, and battalion leadership and/or

  • Experience in a U.S. or NATO military training and doctrine development organization, or permanent assignment to a U.S. or foreign military training school or combat training center.
