SAIC is seeking a Senior Systems Engineer to support the Cheyenne Mountain Air Force Station (CMAFS) in its efforts to protect North America, by performing a variety of operations, maintenance, and sustainment tasks at customer and field locations 24/7. This position is contingent upon award of contract.

 

The NISSC II effort establishes requirements for OM&S that support classified communications and processing for Command and Control (C2) capability in organizational work centers at Cheyenne Mountain Air Force Station (CMAFS), Peterson Air Force Base (PAFB), Colorado; Offutt AFB (OAFB), Nebraska; Vandenberg AFB (VAFB), California; and other sites, worldwide.  This specific position will have a place of performance in Colorado Springs.

 

As a Systems Engineer you will help shape the development and modernization strategy for the NISSC II mission by supporting or leading projects as part of the customer efforts to mature existing capabilities at the customer sites and the Catalyst Campus Innovation Center in Colorado Springs. As an Overarching System engineer you will help establish clear and effective communication and coordination of Systems Engineering activities between the contractor and Government stakeholders. System engineering should be forward looking and include Obsolescence Management, Roadmap Management, and change management activities. The qualified candidate’s duties range from on-the ground technician support to management of technical teams overseeing the system engineering teams. Must conduct technical analysis of product implementations, modifications and enhancements IAW specific customer specifications, troubleshoot technical problems and issues, determines technical solution IAW product and customer specifications, and recommend courses of actions to customer representatives. Assess product needs IAW customer specifications.

 
Specific duties, may include, but not be limited to:
  • Develop, deliver, and maintain a Systems Engineering Management Plan to document the processes that support the NISSC II Program Office Systems Engineering Plan

  • Develop a SE Management Plan that includes processes to coordinate and control the SE discipline, system architecture integrity, quality design, and development/maintenance, integration, testing, and deployment of engineering artifacts prepared by the NISSC II TO and (potentially multiple) external TO/DOs impacting NISSC II-covered systems

  • Perform documented and integrated systems engineering processes

  • Control processes to coordinate engineering discipline, quality design and development, integration, testing, and deployment of engineering artifacts

  • Make recommendations to improve software development methodologies with a goal to unify software development, software operations, and integrated security

  • Make recommendations to transition software development to continuous integration and rapid delivery that includes automated testing and test driven development

  • Make recommendations to modernize and modularize the NISSC II-covered systems software architecture

  • Support an annual Government-conducted Staff Assistance Visit (SAV) of the documented systems engineering processes across the NISSC II Contract

  • Review the SE Management Plan annually and update as necessary to maintain completeness, accuracy, and currency

  • Plan, co-host, and conduct a quarterly Sustainment Strategy Working Group co-chaired by the GPO. The purpose of the Working Group is as follows where one of more of these or other GPO requested topics is the focus at each meeting: 

    • Warfighter and external stakeholder mission goals, priorities, and challenges

    • Strategic OM&S strategy (one to eight years) and Roadmap

    • The Government will invite other stakeholders (i.e., N-NC, USSTRATCOM) and appropriate external TO/DO contractor participation and involvement in the Sustainment Strategy Working Group. NOTE: External TO/DO contractor TO/DO contract scope

  • Develop and deliver minutes for the Sustainment Strategy Working Group

  • Support the monthly MIPRB chaired by the GPO to assess operational risk posed by deficiencies and prioritization of deficiency correction actions

  • Collect, analyze, and report metrics of Systems Engineering task performance relative to outcomes/standards defined in the PWS

  • Invite Government and appropriate external TO/DO contractor participation and involvement in all contractor technical and management IPTs, working groups and review boards

  • Plan, co-host, and conduct a monthly Joint Engineering Review Board (JERB) co-chaired by the GPO to perform the engineering review and disposition of changes to NISSC II-covered system technical baseline artifacts

  • Invite appropriate external TO/DO contractor participation and involvement in the JERB

  • Plan, host, and conduct a bi-weekly Requirements Working Group to manage updates of requirements to the Technical Baseline

  • Develop meeting notes for each Requirements Working Group

  • Implement and sustain integrated digital engineering or Model Driven Engineering (MDE) processes that are requirements-driven and architecture-centric, focusing on what the systems must do (requirements) and how the systems do it (architecture) using ELMS

  • Apply digital engineering processes to support system requirements, design, analysis, verification and validation activities, including modeling of hardware, software, information, personnel, procedures and facilities

  • Apply digital engineering processes with models as the basis for conducting the following activities: 

    • Identifying requirements;

    • Analyzing and modeling decomposed/derived requirements;

    • Identifying requirements issues early in the development process;

    • Optimizing and evaluating physical architecture alternatives;

    • Managing requirements traceability;

    • Integrating and verifying design;

    • Developing system specifications and test plans to reduce system integration and testing risks; and

    • Developing reusable, non-proprietary, standards-based, verified and calibrated models


Qualifications

Technical Skills and Background Experience Requirements:
  • Secret clearance required, with the ability to obtain a TS/SCI

  • May be required to meet DoD 8570 certification eligibility requirements within the first 3 months of employment depending on specific duties

  • Bachelor’s or Master’s degree and three (3) years or more experience.  Six years of experience, or four years’ experience and an associate’s degree, can substitute for a bachelor’s degree

  • 3 years of general System engineering experience, to include: either in Agile or traditional system engineering ‘V’ activities

  • 3 years of requirement management experience, to include: Requirements engineering, use case development

Desired Skills: 

  • Domain knowledge in Missile Warning or Missile Defense

  • Experience in Agile Development methodologies as they apply to Systems Engineering (especially in decomposing requirements from Epic, through Feature, to Story levels)

  • Experience in algorithm development

  • System sell off (Requirement Validation)

  • Development of Concept of Operations (CONOP), System Requirements (SRD), and Interface Control (ICD) documents

  • System of Systems integration experience

  • System Modeling experience (static, dynamic, and parametric)

  • Department of Defense Architecture Framework (DoDAF) experience

  • Tool knowledge: DOORS, Rhapsody

  • Familiarity with military customs and courtesies
