Job Description


SAIC is seeking individuals for the Circuit Actions Team to support installation, operations, maintenance, repairs, and modification of equipment in support of the Cheyenne Mountain Air Force Station (CMAFS) Mission Assurance Center, by performing a variety of maintenance and technical support on products, such as equipment, integrated systems, and subsystems, and software at customer and field locations 24/7. This position is contingent upon award of contract.


The NISSC II effort establishes requirements for OM&S that support classified communications and processing for Command and Control (C2) capability in organizational work centers at Cheyenne Mountain Air Force Station (CMAFS), Peterson Air Force Base (PAFB), Colorado; Offutt AFB (OAFB), Nebraska; Vandenberg AFB (VAFB), California; and other sites, worldwide.  This specific position will have a place of performance in Colorado Springs.


Qualified candidate must have the ability to provide real-time technical support to the Cheyenne Mountain Air Force Station (CMAFS) by providing system administration, situational analysis, impact assessment, and issue resolution in support of 24/7 mission operations.  Must have the ability to interface with a broad range of customers and effectively communicate, facilitate, and execute operations focused tasks on behalf of mission leadership. 


The selected candidate will be responsible for:

  • Plan, direct and coordinate preparation of Defense Information Systems Agency (DISA) project documentation, such as engineering drawings, production specifications and schedules, and contract modifications, to ensure customer requirements are met

  • Review DISA contract data to determine documentation requirements for each phase of project, applying knowledge of engineering processes

  • Schedule due dates for drawings, specifications, software, technical manuals and other documents

  • Monitor status of projects to ensure documentation is submitted according to schedule

  • Review and verify documents for completeness, format, and compliance with DISA requirements

  • Works under general supervision
  • Independently determine and develop approaches to a multitude of possible solutions

  • Contribute to the completion of specific DISA/customer focused programs and projects

  • Complete understanding and wide application of technical principles, theories and concepts

  • General knowledge of related disciplines
  • A liaison in organizational/vendor/customer relations

  • Represent organization/customer in providing solutions to difficult technical issues associated with specific projects

  • Provide technical solutions to a wide range of difficult problems

  • Research, identify, and comply with Cheyenne Mountain Communications Design and Installation Criteria

  • Perform Circuit Actions training and documentation/train floor personnel on new/modified circuits and/or systems

  • Develop accurate “as-built” documentation for Circuit Actions Team Lead for distribution (TCF Chief/ Training Chief) prior to activation or deactivation of circuit and/or systems

  • Install circuitry/equipment as defined by DISA Telecommunications Service Orders and requirements cut-sheets

  • Maintain circuit history folders and administrative files

  • Review and provide comments on installation packages, Support Plans, Project Support Agreements, Service Level Agreements, Memorandum of Agreements, Work Order Management Systems requirements (WOMS), Systems Change Forms (SCFs), Systems Change Requests (SCRs), and other plans affecting communications systems

  • Manage assigned projects
  • Develop and design technical solutions
  • Coordinate Authorized Service Interruption (ASI) processing; perform trend analysis, perform initial test and acceptance circuit testing and specialized circuit and system testing in support of operations, other agencies, contractors, and tiger teams

  • Process DISA TR/TSR/TSO/Completion/Exception/Delayed Service reports

  • Perform additional duties as required
  • Perform TCF Crew Operations duties as needed
  • Deploy to Mission Centers to perform circuit restoration/repair actions for complex systems/circuit outages


Technical Skills and Background Experience Requirements:
  • TS/SCI clearance required
  • Bachelor’s or Master’s degree and three (3) years or more experience in Design and installation of new circuitry and communications systems; development of “as-built” documents; communication plan reviews, and trend analysis.  Six years of experience, or four years’ experience and an associate’s degree, can substitute for a bachelor’s degree

  • Perform TCF Crew Operations duties and complex circuit/system outage restoral/repair; trainer and additional duties as assigned

  • Compliance with facility installation standards; review technical documentation and submit technical solutions and costing data; assist with customer inquiries IAW with established guidelines

  • Must have excellent technical and communications skills to effectively interface with internal and external customers at all levels

  • Must be able to work in a high visibility environment, focused on 24X7 mission availability, and quickly respond to customer direction/requests

  • 5 years’ experience in technical control or circuit actions operations or a related field

  • Demonstrated ability to develop communications technical solutions & “as-built” documentation; install and configure communications equipment and systems; use of database applications; and familiarity with DISA Facility and Information Tracking (FACiT) program desirable

  • Working knowledge of legacy serial communications interfaces (RS530/232/422)

  • Working knowledge of legacy layer-2 protocols ADCCP, Mode 1, Mode 1A, MWTTY, GSM, ASCII

  • Ability to construct DB-25/15/9, RJ-45, 568A/B cables

  • Working knowledge of layer-3 IP network functions and the ability to configure network appliances operating at this layer

  • Ability/knowledge of various serial/IP network and cable test equipment tools (from 75bps - OC192)

  • Familiar with terminal emulation software (i.e., HyperTerminal and putty) and network monitoring tools (i.e., What's up Gold and Internet Explorer)

  • Additional duties as assigned
  • Candidate must meet minimum certification requirement for DoD Directive 8570, “Information Assurance Training, Certification, and Workforce Management”. This position requires a minimum certification associated with IAT Level I, which may be met with A+, Network+, Security+ or higher.  Candidate must possess a qualifying 8570 certification within 3 months of hire date.  Initial certification expenses will not be covered by the program.   

Desired Skills:

  • Cisco, Juniper, CTP, ATM, SONET training considered a plus.

  • Familiarity with military customs and courtesies
