Join SAIC’s team, in support of the U.S. Special Operations Command's  Special Operations Forces Acquisition, Technology, and Logistics Support Services (SOF AT&L), in meeting its mission by providing rapid and focused acquisition, technology, and logistics support to Warfighters, through the delivery of the most effective capabilities to our Special Operations Forces.

The candidate selected for this position shall:
  • Evaluates and recommends programs and development plans, utilizing a professional knowledge of multi-discipline engineering.

  • Works with organizational managers, budget personnel, and engineering authorities to develop and gain approval for proposed projects.

  • Provides inputs for status briefings to leadership, outlining assigned programs, and projects.

  • Supports technical evaluation elements of market surveys conducted in conjunction with assigned projects and programs.

  • Support government counterparts regarding the adequacy and clarity of engineering and analysis processes based on daily application of the processes and agency reporting requirements.

  • Provides advanced inputs for status briefings to leadership, outlining assigned programs, projects, problems, and recommended resolution.

  • Supports contract modification and makes technical recommendations for change order approval. Supports budget control directly supporting the engineering effort. Provides decision support inputs for approval of plans, specification, cost estimates, design calculations, schedules, cost proposals, and engineering studies.

  • Applies advanced tools to document and analyze the results of critical, complex activities and tasks.

  • Plans, executes, and documents surveillance of design, development, and production efforts on behalf of government counterparts, using performance indicators identified in applicable engineering surveillance processes.

  • Provides significant, expert level support to government counterparts regarding the adequacy and clarity of agency engineering and analysis processes based on daily application of the processes and agency reporting requirements.

  • Completes advanced engineering demand tasks such as reviewing engineering change proposals, requests for waivers and deviations, and nonconforming materials.

  • Provides expert level inputs for status briefings to leadership, outlining assigned programs, projects, problems, and recommended resolution.

  • Analyzes trends in performance indicators to assist government counterparts with managing Agency level performance indicators, recommending corrective action, establishing lessons learned, and influencing the improvement of processes.



  • Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and two (2) years or more experience.

  • Must possess a DoD Secret clearance.
  • DAWIA Level II Equivalency.
  • Expert knowledge of unique design requirements and functionality of ungrounded maritime electrical systems.

  • Expert knowledge in the integration of Electro-Optical-Infrared sensors, RADARs, and SOF-unique communications systems into Maritime command and control systems. 

  • More than 10 years experience in design and analysis of Maritime electrical systems desired.

  • Knowledge of multi-disciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment.

  • Skill in preparing, reviewing and interpreting design concepts and ability to convey ideas and formulate working drawings using computer aided design systems, graphical interface systems.

  • Knowledge of contracting principles, policies, procedures, and regulatory requirements as applied to program management.

  • Strong working Knowledge of MS Office Suite software, and Project management/scheduling software programs such as MS Project.

  • Ability to interpret, select, and apply a variety of engineering principles and guidelines. Analyze, investigate, and delineate specifics of the problem encountered and devises ways to meeting engineering requirements.

  • Ability to research, develop, test and evaluate; procurement and production of Maritime craft and craft sub-systems. Provide technical consultation involving applicable test engineering technology. Determines test requirements and overall objects. Prepare test plans to meet the requirement of the project.

  • Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, “Operation of the Defense Acquisition System”.

  • Working knowledge of the Defense Acquisition Framework process.

  • Knowledge of the principles, practices, and policies of professional engineering program management to include program planning and budget cycles, and financial control/budgeting systems.

  • Knowledge of engineering design and correction of repair procedures.

  • Ability to plan and program; support improvement and modernization, advanced strategic planning, marketing, and technical symposia; support management of the organization direct and reimbursable budget and verification of test program funds.

  • Skill in evaluating state-of-the-art scientific and environmental/engineering technologies and incorporating into the planning, design, operation, maintenance, repair, and upgrade of applicable systems.

  • Ability to direct and coordinate engineering and maintenance programs, and inform development of criteria for specialized critical system design.

  • Plan, develop and implement procedures for review of acquisition programs, and military engineering programs. Direct engineering sufficiency review of these programs until turnover.
