JOB DESCRIPTION: Performs Systems Engineering and Technical Advice (SETA) activities related to a Major System Acquisition (MSA) Program
Duties may include:
Research and analyze a breadth of technical and acquisition related topics and provide professional quality briefings, reports, and white papers as required to Acquisition Leadership.
Support Program office or integrated process team (IPT) meetings for acquisition programs to establish roles and responsibilities, develop acquisition milestones, coordinated security requirements and support pre-acquisition activities.
Support risk management program on behalf of MSA's Deputy PM and Chief Engineer. Support program offices and technical leads in developing and preparing acquisition documentation and briefings.
Develop and collect performance statistics to track the success of agile efforts.
Assist program offices and contracting officers through the acquisition process to include documenting meeting minutes, tracking action items and serving as a technical expert to ensure NGA Acquisitions align with mission objectives.
Collect, document and provide feedback on lessons learned throughout the acquisition process and implement an effective process to report on metrics.
On this team, the employee recommends/makes decisions on administrative or project work matters and ensures effective achievement of program, project, or organizational objectives. Exercises independent judgment in methods, techniques and evaluation criteria for obtaining results.
Experience preparing acquisition documentation such as: Acquisition Strategy, Acquisition Plan, RFPs, Source Selection Plans or other necessary acquisition documentation
Experience working on an agile development team or as an agile engineer
Experience leading small and large group discussions to communicate agile acquisition concepts
Experience developing, implementing, and tracking performance metrics
Experience working with DoD or IC programs or capabilities
Experience assisting program offices or other acquisition professionals in achieving acquisition program requirements and milestones
Experience in program management problem identification and resolution
Experience identifying agency level acquisition issues or capability gaps and proposing alternative solutions
Experience conducting process improvement
Expertise with MS Project or similar scheduling tools
An Advanced Degree.
