SAIC is seeking a Principal Database Engineer in Charleston, SC to support SAIC’s health analytics/health informatics technologies team and build/implement breakthrough solutions that help improve healthcare delivery for millions of active, reserve and retired military and their beneficiaries worldwide.  We’re seeking individuals who know and understand healthcare delivery, advanced health data analytics, healthcare electronic records end to end.  We need experienced healthcare focused professionals who know and understand the importance of improving electronic healthcare records and healthcare records management.

The Principal Database Engineer responsibilities can include:

·        Establishes database management systems, standards, requirements,  guidelines and quality assurance for database deliverables, such as conceptual design and architecture, logical database, capacity planning, external data interface specification, data loading plan, data maintenance plan and security policy.
·        Determines the appropriate database given the data and analytics needs, whether file structures such as HDFS, relational databases including NewSQL, non-relational NoSQL databases including in-memory databases and PostgreSQL.
·        Works with the Big Data Engineer to Establish the extraction of data from legacy data systems into the proposed solution to be able to transfer as required externally with other systems and or organizations (i.e., the VA, Cerner) and understands Data Governance for Normalizing, Cleansing and Standardizing the legacy data for retrieval and viewing purposes.
·        Works with clients to translate business requirements into a logical model that will accurately support and represent the client’s entity relationship and flow of data.
·        Develops the appropriate database framework to convert the logical model into a physical model including the creation and maintenance of schemas containing windows, screens, tables and columns and reports that support the model
·        Makes recommendations to maximize operating efficiency, support storage requirements and vendor software updates, enforce data governance and ensure recovery is maintained.
·        Manages day-to-day tasks and activities in coordination with DevOps Teams, Big Data Engineers and Health Data Scientists to effectively meet the deliverables and schedule of the data solution component within the project.


Qualifications

REQUIRED
Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience.
Experience supporting implementations moving data into and within Amazon Web Services (AWS).  Experience with AWS Government Cloud environment a plus.
Experience with cloud database backup and transaction recovery techniques.
Strong knowledge of database performance optimization techniques
Determine, enforce and document database policies, procedures and standards
Perform tests and evaluations regularly to ensure data security, privacy and integrity
Monitor database performance, implement changes and apply new patches and versions when required
Strong knowledge of ETL & Data Management Tools
Exceptional problem solving skills
Exceptional self-direction and project management skills
Excellent written and oral skills, especially writing design documents that are easy to understand and communicating with non-technical people
Minimum Years of Experience
Prior experience working in the healthcare industry and familiarity with health terminology.
Must be US Citizen with ability to obtain a Public Trust clearance

DESIRED
Prior experience working in the healthcare industry and familiarity with health terminology.
Understanding of HIPPAA Rules and Regulations.
Experience in Health Systems Data such as Electronic Health Records (EHR) or Military Health (MHS) systems.

o Data Warehousing
o Data Lakes
o QLIK
o Tableau
o Talend
o Informatica
o Spark
Experience with full open source Hadoop stack, Cluster Management, Big Data Repositories (Warehouses, Lakes) and Cloud-Based Data Management Tools, Principles and Methodologies.  Custom database sources could include SQL, Oracle, AWS Red Shift, PostgreSQL, Mongo DB, etc.)
Able to build Data Warehousing with the ability to query the stored data for Business Intelligence, Analytics, and Reporting.  Support storage retention and disposition of data.
Previous experience with any of the following systems is highly preferred:  
o Composite Health Care System – CHCS
o Essentris
o Surgical Scheduling System - S3 
o Anesthesia Reporting Monitoring Device - ARMD  
o Armed Forces health Longitudinal Technology Application -AHLTA/Clinical Data Repository - CDR 
EDB PostgreSQL Advanced Server 9.6 Professional Certification or equivalent.
Ability to obtain Secret clearance
