SAIC is looking for a Senior Science and Technology Protection Analyst to support the development of a holistic approach for protecting the Defense Industrial Base technical advantage to safeguard Controlled Technical Information (CTI) and advance policy to evaluate the compromise of CTI and protect the DoD enterprise. 

Build upon current strategy, policy, and guidance related to DoD Priority Modernization Areas to analyze gaps and develop recommendations to strengthen the DoD technological advantage. 

Coordinate with OUSD(AS) and OUSD(RE), with key stakeholders in the intelligence and counterintelligence communities, with other OSD staff offices, with other Federal Agencies playing key roles in CTI protection and damage assessment execution, planning, and response.

Primary Responsibilities
• Coordinate with the Cross Functional Team for Maintaining DoD’s Technology Advantage to develop draft policy and issuance documents, establishing damage and risk assessment procedures for analyzing compromised technical information within the DoD in coordination with the Military Departments and other OSD offices, Defense Agencies, and activities.
• Review and provide comments on key acquisition, cyber security, and DIB related documents during formal staffing to ensure synchronization with current cyber security and acquisition policy and process.
• Coordinate meetings and information exchanges with participating DIB companies and various OSD stakeholders, Military Departments, Defense Agencies, activities, and participants. Establish agenda, desires outcomes, and coordinate presentations with all government and industry stakeholders.
• Provide research, analyses, evaluations, studies, assessments and other activities to support OUSD(RE) decision-making based on results of specific damage and risk assessments and analysis of other indications of compromised defense information.
• Manage execution of intra-government/inter-agency coordination (e.g., process agreements, reporting, resource requirements, analysis support).

Qualifications

Required 

• Defense Industrial Base Cyber Security Policy
• Defense Acquisition Policy
• Analytic ability – must demonstrate ability to conduct analysis linking intelligence, acquisition, engineering/technical information. Analytic ability may be demonstrated with any combination of work products and education
• Demonstrated ability to provide timely and accurate information to senior government officials in support of policy and management decisions
• Demonstrated ability to support oversight of Military Departments and DoD Agencies
• Active TS/SCI clearance
• Bachelor’s degree
• Minimum of 9 years overall experience, including:
- Nine years of experience providing technical support and operations management to DoD acquisition programs
- Three years of experience as a liaison between Program Office and Oversight organizations
- Demonstrated work experience in OSD oversight role

Preferred
• Graduate degree in a technical field
• Any acquisition education certificate
