SAIC is seeking a specialty engineer to provide Launch and AFSCN specific programmatic support to the OSL to include: Governance, Policy, Business Functions, Risk Management, Capability Baseline Management, Internal Process Control, Budget, Briefings, Interagency Support, Action Item Responses, Security, Strategic Planning and Launch Enterprise Documentation.
The contractor shall advise and assist the Government through review, analysis, interpretation, impact assessments and alternatives/recommendations to proposed changes in any programmatic area.
The contractor shall evaluate current and proposed policy and enterprise management processes for identification of efficiency or effectiveness improvements commensurate with overall OSL and NRO objectives.
The contractor shall develop and draft OSL/NRO implementation strategies, priorities and policy positions. The contractor shall develop, draft and coordinate action item responses (Currently the TIER System) related to or affecting the OSL Launch Enterprise.
The contractor shall administer a process for ensuring consistent and current OSL documentation, process, and procedures. Updating and maintaining those documents, processes, and procedures is also required, and shall adhere to approved policies, directives and guidelines, including identifying any non-compliances and developing approaches to return to compliance.
Documentation includes, but is not limited to:
· OSL Governance Plan in concert with NRO Governance plan
· D/OSL Letter of Instruction (LOI)
· Enterprise Management Framework (Capability Baseline, Risk Registers, Requirement Listings)
· NRO/OSL policy directives and associated documentation.
· NRO Business Functions related to OSL including lower level documentation such as NRO Directives, NRO Instructions and OSL Operating Instructions or plans.
· OSL internal and external briefings, white papers, point papers, reports and associated documentation.
· OSL Security Policy .
· Integrated Electronic Information Management (IEIM) Technical Directive and corresponding SOPs, CONOPS, and training documents.
TYPICAL EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience
Bachelor's degree in engineering, physics, math, or comparable technical experience.
10+ years experience and must possess familiarity and a working knowledge of the Air Force Satellite Control Network and the Office of Space Launch. Applicant must possess excellent written and communication skills. Must possess a current Top Secret/SCI clearance with Polygraph.
