Provide acquisition/finance support on functions of program management. Assist program manager in developing program documentation, creating program schedules, tracking program status, evaluating operational and technical alternatives, and performing risk assessment. Provide expertise on the myriad of factors that influence cost, schedule, performance, and risk. Advise in the interpretation and tailoring of DoD/NSA acquisition regulations/memorandums, and ensure affordable, supportable and effective systems are delivered to the customer. Provide assistance in analyzing and developing improved policies, plans, methods, procedures, and systems of acquisition management programs.
Assist in drafting pre-solicitation documents that reflect the Government’s requirements while adhering to all applicable NSA policies and federal regulations. Draft acquisition strategy documents and assist the Government in implementing the strategies to include Statements of Work (SOWs), Statements of Objectives (SOOs), Technical Task Orders (Completion and LOE), Labor Categories, and Performance Work Statements (PWS). Assist the Government in documenting source selection plans and proposal requirements including writing Source Selection Plans (SSPs), Proposal Preparation Instructions (PPIs) and Proposal Evaluation Criteria (PECs). Advise in the interpretation and tailoring of DoD/IC/NSA acquisition regulations/memorandums. Ensure affordable, supportable and effective systems/staff are delivered to the customer. Provide assistance in analyzing and developing improved policies, plans, methods, procedures, and systems of acquisition management.
Responsible for compilation and reporting of programs and budgets, preparing presentations and other materials to support the NSA and DoD programming and budgeting processes. Interprets requests for data and facts to help analyze and preparation of presentations of program and budget data for use in program decision-making. Interprets requests for performance measure information and prepares / analyzes program performance measures/metrics to advise Government PM. Integrates multiple, distinct, disparate data sources (an example would be budget-performance information pertaining to an operational program or programs) to support decision making. The position requires an active/current TS/SCI security clearance with Polygraph and be willing and able to pass an additional polygraph as needed.
TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and four (4) years or more experience. A total of twelve (12) years may be substituted. Experience in the preparation of reports that reflect programs/project status in areas of cost, schedule and performance required. Experience in budget planning, budget preparation and budget execution for acquisition programs required. NSA’s financial management system (currently FACTS) experience is preferred. DoD/IC contracting, or DoD/IC contract management is required. In lieu of a degree, DAWIA Level II in any focus area and an additional three (3) years of directly related experience for a minimum of three years’ experience writing pre-solicitation documents in compliance with NSA/CSS Policy 8-2, including annexes, or another DoD/IC Agency’s similarly guiding acquisition policy. Experience in DoD/IC source selection desired.
