Job Description


SAIC is seeking an ISR Site Lead and Mission Coordinator in Mogadishu, Somalia.


Responsible for all contractor personnel and equipment deployed to the site and necessary to accomplish the mission as directed by the SAIC Project Manager.  All contractor team concerns and issues associated with the deployment location are within the SL’s administrative oversight.  

Maintain a close daily working relationship with the SAIC Project Manager and US customer contacts as directed. 

Responsible for oversight of all flight activities at the deployment site location. 

These duties include but are not limited to:


Job Duties:

  • Mission pre-briefings (mission packet completions), including development and updating of daily scheme of maneuver.
  • Reviewing weather forecasts/notices to airmen (NOTAMS)/ special instructions (SPINS) as appropriate/airspace availability.
  • Reviewing/updating local air traffic control (ATC) cards as necessary.
  • Complete airspace control planning and mission logs.
  • Ensuring completion of mission briefing worksheet, mission risk assessments, and crew briefings.
  • Prior to launch (at least 30 minutes prior) ensure airspace requests and coordination with local ATC are accomplished.
  • Coordinate/inform launch crews on any updates to mission/equipment status.
  • Monitor missions and events – system status/video quality/supporting customer’s requirements, airspace, actual weather conditions and forecast weather updates, all available communications methods to include computer networks and  approved e-mail accounts.
  • Assess actual weather and airfield traffic conditions prior to recovery.
  • Inform local ATC/the supported military HQ when returning to base (RTB) and provide estimated arrival time.
  • Inform local ATC/ the supported military HQ with safe on deck (SOD) or similar call after recovery.
  • Note landing time on mission log with system maintenance status.
  • Save log data.
  • Print mission logs after last flight of the day.
  • Ensure missions reports [situation report (SITREP), personnel status (PERSTAT), and maintenance status (MAINT)] are completed as required.   
  • Provide overall general mission direction, monitoring, and coordination between the operations and the supported units representatives.
  • Ensure all airspace (terminal, enroute, and target) has been approved by local ATC for the AV to operate.
  • Continuously maintain listening/visual watch of airspace status via radio (local ATC) and/or computer networks to ensure the AV is located in authorized airspace. 
  • Maintain an accurate running log of mission events.
  • Monitor the number of data collection hours flown, any safety problems, responses to special requests, supply status, personnel status, etc.
  • Liaise directly with the user unit to ensure the AV operation supports its needs and intent.
  • Communicate with the supported military HQ’s ISR cell to ensure the ISR synch matrix is updated, ISR mission weather forecast is updated, and PERSTAT reports are accurate and updated.  Prepare other reports as required.
  • Keep US customer contacts, as directed, informed of overall general status and any problems/issues which may affect mission accomplishment.
  • Ensure the battle book(s) (one at the supported military HQ’s ISR cell, one separate at launch/recovery site, US customer contacts as directed) have CURRENT list of points of contact, e-mail addresses, telephone numbers, etc. 
  • Update NOTAM information daily.
  • Be the key point of contact during UAS emergencies. 
  • Allow the operators to respond as they are trained, advise the chain of command of problems when they occur, and respond to the situation as required. 
  • Keep local ATC and multiple internet relay chat (MIRC) participants informed (nature of emergency – navigation problems, engine issues, lost link, etc.). 
  • Be prepared to provide US customer contacts as directed with written/oral reports of events.
  • Utilize and maintain a continuity training plan for newly assigned team members.


Required Education and Experience

  • HS/GED and 10 years of experience OR Bachelors and 6 years or more of related experience; OR Masters and 4) years or more experience

  • Active DOD SECRET clearance

  • 2 years demonstrated prior successful Lead Management experience at the company level of a DoS or DoD contract, preferably in support of an aerial surveillance program.  (Experience can be military, civilian, or contractor, or a combination of the three.) 

  • 1 year’s deployment experience in combat zones

  • Demonstrated prior professional experience briefing both internal and external customers

  • Demonstrated prior professional experience with the U.S. Department of State, U.S. Department of Defense, or other Government contracting agencies.

  • Current FAA Private Pilot Certificate plus Instrument rating

  • 500 hours as Pilot in Command (Manned)

  • Previous qualifications as UAS AVO

  • 100 hours as Pilot in Command (Unmanned)

  • Ability to deploy to remote and austere locations in Africa

  • Demonstrated prior professional experience working in Africa

  • Demonstrated prior experience operating multiple UAS platforms

  • Previous qualification as UAS payload operator (PO) or mission commander/coordinator (MC)

  • Experience with the U.S. Department of State (DoS), U.S. Department of Defense (DoD), or other Government contracting agencies

  • Demonstrated prior professional experience requiring strong interpersonal and team building skills

  • Demonstrated prior professional experience requiring Excellent written and verbal communication skills 

  • Demonstrated prior professional experience requiring strong MS Suite skills: Word, PowerPoint, Excel and Outlook
