Join SAIC’s OneSETA Team to provide our government customer with Systems Engineering & Technical Assistance (SETA) support. SETA services range from providing administrative assistance to providing expert technical assistance on national efforts that will contribute to maintaining and expanding the capabilities of homeland security.
The Office of Innovation and Collaboration (OIC), located within the Department of Homeland Security’s (DHS) Science and Technology Directorate (S&T), is comprised of approximately 800 Federal and contractor employees that make up a robust, highly technical staff. SETA support services for the OIC Front Office (OIC FO) federal staff, which includes the Executive Director, Principal Director, Staff Director, Business and Finance Manager, and Senior Advisor. SETA support services would provide coordinated and collaborative support in the following functional areas: executive support, general administrative management, business and financial management, and strategic communications support.
OIC uses a combination of capabilities, authorities, and partnerships to maintain an organic suite of science and engineering capabilities and perform enduring research. OIC partners with the private sector, Federal research laboratories, other Federal departments and agencies, academia, and select international partners to provide S&T direct pathways to external research, development, test, and evaluation (RDT&E) investments and non- traditional performers to sponsor cutting-edge technology and capability development and deliver high-impact solutions for S&T customers. S&T uses our scientific and technical RDT&E expertise to support strategic programs and other efforts with the development and delivery of solutions to counter current, emerging, and future threats against the homeland.
OIC provides a balanced portfolio of enabling capabilities by integrating the efforts of five divisions: The Office of National Laboratories, the Office of Industry Partnerships, the Office of University Programs, the International Cooperative Programs Office, and the Federally- Funded Research and Development Center (FFRDC) Program Management Office. OIC’s network of DHS and Department of Energy laboratories, academic Centers of Excellence (COE), FFRDCs, and Homeland Security Innovation Programs span the Nation. Additionally, OIC manages relationships with thirteen (13) bilateral partners to leverage RDT&E capabilities from across the globe.

For this position at DHS OIC Front Office, the Documentation Specialist will:
Support the review and clearance of internal and external OIC Front Office communications including: briefs, meeting agendas and read-aheads, white papers, program fact sheets and quad charts, senior leadership correspondence, year in review.
Ensure OIC provides appropriate and consolidated responses to reoccurring S&T taskers. Support in the review/clearance of inbound and outbound inquiries, requests, and documents from the Office Executive Secretariat / S&T Front Office and other S&T Offices that have OIC equities to include, but not limited to:
Taskers that commit the Directorate to actions or dedicate resources.
Taskers generated from the OIC Front Office leadership.
Read-ahead items that will be used by DHS leadership (i.e., DHS Secretary, S&T USST) for upcoming meetings or briefings with key stakeholders/or customers,
Responses to congressional questions for the record that convey the status of projects within S&T/OIC to congress and other government representatives.
Review signed letters, memos, and plans from component heads or other agencies.
Identify appropriate OIC Division(s) to obtain input for taskers; offer a concurrence or request that the Division(s) expand on the subject or answer questions from leadership.
Manage tasker due dates, request extensions, provide summary and recommendation for federal approval and clearance.
Provide web portal application, development and maintenance to the OIC Front Office collaboration site (e.g. SharePoint 2013 or later iterations, etc.) in accordance with DHS policies. Contractor shall keep records of, update or develop technical documents as to what was customized and why; or develop end user documents and provide user training, advise and consultation. Contractor may also require web design and development experience.
Provide business operations support as follows:
Provide support to ensure OIC Front Office follows S&T records management mandate.
Provide support to ensure OIC Front Office follows S&T property management mandate.
Provide S&T knowledge management support for OIC Front Office. Independently or under minimal guidance identify, collect, distill, organize, and maintain files of all critical program documents with rapid availability to the Government. May also require capturing best practices and lessons learned and connecting user with the information available.
Perform ad-hoc administrative duties as requested by OIC Front Office federal staff.
For SAIC, a Documentation Specialist supports the development and maintenance of effective information management plans, processes, repositories and systems. Organizes, maintains, tracks, and files documentation in electronic formats. Maintains document version control and configuration management. Evaluates documentation, specifications, reports, and presentations. Outlines and develops technical documentation detailing the design, development, testing, installation, and maintenance of systems and processes. Develops databases that extracts and interprets data from the repositories.
Must have experience in analysis, engineering, or technical efforts related to complex system development or acquisition.
Experience providing analysis to evaluate the degree to which differing systems solutions are effective and feasible.
