In support of the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate, the Office of Mission and Capability Support (MCS) executes Research, Development, Test and Evaluation (RDT&E) to transition technologies, knowledge products, and solution approaches in support of its DHS Component customers, Federal, State, Local Tribal and Territorial (FSLTT) first responders, and the larger Homeland Security Enterprise (HSE). MCS executes Research, Development and Innovation (RD&I) funding to find or develop solutions to fulfill DHS component operational requirements. MCS covers all DHS mission areas, and serves 13 discrete customer portfolios. The MCS Front Office requires support to conduct oversight and management of its RDT&E portfolio and facilitate its efforts to analyze, introduce, and enhance technological products, services, systems, and capabilities to S&Ts customers. It includes strategy development, portfolio administration and oversight, stakeholder engagement and communications, reporting and data call management, property and records management support, and business operations and financial management support.
These support functions include program analysis, tracking, and reporting; program and communication coordination; high-level technology research and technical feasibility assessments; program budget assessment and analysis; and studies and analysis related to program management, engineering, and technical services for current and proposed MCS programs.

The Task Order Manager (TOM) is responsible for all work performed under the contract and is the single point of contact for the Contracting Officer and the COR. For this contract, the TOM will also be a Senior Portfolio/Program/Project Analyst (Program Analyst Principal) coordinating a high volume of taskings, data calls, FOIA requests, Congressional Inquiries, Request for Information, Queries for the Record, and other communication streams for regular and ad hoc reporting throughout S&T, the Department, and the larger governmental apparatus. The TOM/Program Analyst Principal will maintain coordination of those information flows and will maintain MCS Front Office (FO) records, and a contractor under this task will serve as the MCS POC to attend Records Management (RM) meetings and coordination of RM requirements and information to MCS personnel.
The TOM assists DHS managers in their execution of programs within the RDT&E process encompassing: technology foraging and scouting; research and development; test and evaluation; systems & operational analysis and engineering; operational testing and integration; information management; technology transfer, transition and commercialization; and risk management and mitigation.
Oversees the development of contractor staff, and alignment of the staff to the Government’s requirement at the task order level. Provides and ensures quality and timely services and delivery of contractual items under the contract terms and conditions. Serves as point of contact with the contracting officer representative (COR) and the task order contracting officer (CO). Performs day-to-day management of contract execution, possibly involving multiple groups of personnel at multiple locations. Establishes and maintains technical and financial reports demonstrating task order progress and delegates responsibilities to subordinates and oversees successful contract/task order completion. Maintains effective client interface with the COR. Motivates contractor staff and ensures contractor staff are adequately trained and fully understands the work environment.
SAIC TOM responsibilities include:
Serves as the contractor counterpart to the Governments COR for all program-wide contract technical issues, contract performance, and issue resolution.
Provides oversight of all task managers under this contract.
Represents the Contractor at all contract post-award meetings.
Provides strategic direction, vision, leadership, and program management supervision and counsel to the contractor task order management team.
Integrates all functions and activities necessary to perform on the task order to meet the customer requirements.
Directs task order personnel, manages cost and schedule, ensures contract compliance.
Organizes, directs, and manages contract operation support functions, involving multiple complex and inter-related project tasks.
