SAIC is seeking a Flight Operations Division Spacecraft Systems Engineer with extensive experience and understanding of core spacecraft vehicle, payload, and ground systems engineering and analysis. The successful candidate will be adept in spacecraft integration, test, launch, and on-orbit operations to assist the government in the execution of these functions. Due to the broad nature of the Flight Operations Division team’s workload, the applicant should also have experience with acquisition, engineering, and operation of spacecraft and SIGINT customer systems. Candidate should have a strong working knowledge of anomaly support, launch and mission readiness, and end to end space systems architecture. Primary work location is in Aurora, CO.
o Provide launch and mission readiness subject matter expertise (SME) to operations and engineering including readiness for launch, spacecraft initialization, and transition to mission.
o Maintain close communications with the program acquisition office and customer engineering organizations providing recommendations on risk level of spacecraft activities.
o Provide support to launch processing requirements, planning, and execution.
o Provide program technical and contract oversight support to the Flight Operations Division (FOD) leadership across its systems.
o Oversee day to day execution of operations and processes to ensure proper attention to health, safety, and effective use of national resources.
o Oversee all operations procedures and process changes along with leading Operational Readiness Demonstrations (ORD).
o Perform subject matter expertise advisory services to the US Government regarding strategy, operations, and management of national programs.
o Develop and implement acquisition strategies for future contracts
o Identify and evaluate alternative contract implementation strategies
o Develop budget profiles, risk, and opportunities for various strategies
o Effectively communicate advantages and disadvantages of various strategies
o Draft and coordinate Statement of Work, Evaluation Criteria, and other portions of Requests for Proposal (RFP)
o Participate in source selection activities
o Facilitate communications to/from/across multiple contractor teams
o Work with government Contracting Officer’s Technical Representatives (COTR) and Contracting Officer (CO) to provide technical and programmatic direction on multiple contracts in support of a US Government customer.
o Evaluate contractor proposals for technical, cost, and schedule content
o Develop Statements of Work (SOW) for contract modifications and new contracts
o Plan and evaluate budget recommendations for contract execution to include researching, drafting and supporting Unfunded Requirements and the transition of the UFR to contract as required.
o Assist in the day-to-day tactical prioritization of contractor tasks
o Provide written and verbal evaluations of contractor performance
o Identify and recommend courses of actions to improve support and operations across multiple locations and organizations
o Evaluate Concepts of Operations (CONOPs), Operating Instructions, and other document to ensure consistency with contract and senior leadership direction.
QualificationsTYPICAL EDUCATION AND EXPERIENCE: Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience.
o Bachelor’s Degree required with five (5) years’ experience; Master’s Degree desired with three (3) years’ experience
o Experience in initiating, planning, executing, monitoring, controlling, and/or closing DoD or Intelligence Community projects or Programs
o Strong spacecraft vehicle, payload, and ground systems engineering background
o Experience in developing and executing acquisition strategies for future contracts including Statement of Work, Evaluation Criteria, and other portions of Requests for Proposal (RFP)
o SIGINT systems engineering background and significant space and ground domain knowledge in customer mission technical capabilities and performance.
o Technical familiarity with SIGINT system’s payloads and subsystems.
o Familiarity with emerging technologies as related to spacecraft
o Demonstrated ability to collaborate and build consensus across government, FFRDC, and contractor colleagues on operations and programmatic issues spanning technical, policy, cultural, and financial arenas
o Demonstrated organizational skills; capable of initiating activities, developing execution plans, and executing schedule
o Demonstrated ability to react in a fast-paced environment to a variety of tasks; sometimes out of primary domain of responsibility
o Demonstrated ability to work well both independently and as part of a dynamic team
