SAIC is seeking an Emerging
Technology Assessments Engineer to join our team
of qualified, diverse, and highly motivated individuals supporting the Office
of the Under Secretary of Defense, Research and Engineering (OUSD(R&E)). The
qualified candidate will provide extensive research, technical assessments, and
policy recommendations, on existing and emerging technologies critical to the
United States maintaining superior military capabilities. Work will be
performed primarily at the Pentagon, the Mark Center in Alexandria, VA, and
local company offices, supporting DoD, Research and Engineering
(OUSD(R&E)), Department of Commerce (DoC), Department of State (DoS), and
other agencies. Travel will be required, less than 10% of the time,
predominantly within the continental United States.
Primary responsibilities
include:
- Provide technical
advice and services to the Associate Director (AD) for Emerging
Technology Assessments responsible for
conducting assessments of the United States technical, development,
manufacturing, and supply-chain ecosystem, and future strategies and investment
plans to maintain United States military and technological superiority
- Identify,
characterize, and analyze the capacity and maturity of the technology,
innovation, development, and manufacturing ecosystem, including tiered and
sub-tiered supplier bases, both domestic and foreign, to develop, deliver, and
evolve critical enabling technologies and components
- Document and
communicate results to inform the Assistant Director of each DoD modernization
technology focus area, supporting their “road to dominance” roadmaps, including
but not limited to hypersonic vehicles, directed energy, microelectronics,
space, autonomy, Command, Control, & Communications (C3), quantum computing
and relevant technologies, cyber (offensive and defensive), machine learning
including artificial intelligence, and biotechnology
- Identify specific
risks and opportunities to enhance development and supply bases; distinguish,
specifically, between domestic and foreign sources of developers, suppliers,
materials, enabling technologies and components, current and alternative
sources of suppliers, technologies, and components, and identifying critical
materials, components, and suppliers that must remain in the United States
- Appraise the ability
of the DoD internal technology base, specifically the DoD laboratories, the
Military Departments (MILDEPs), the Intelligence Community (IC), Federally
Funded Research and Development Centers (FFRDCs), and University Affiliated
Research Centers (UARCs) to provide the technology and resources necessary to
both develop systems and to leverage the expertise of non-defense sector
capabilities and potentially supplement or replace the non-defense sector
expertise for technology overmatch over the next ten years
- Identify activities
and investments on the part of the DoD, its industry partners, and the extended
global technology base to improve DoD’s abilities to develop, build, and field
the system and mission capabilities it needs to retain military advantage and
support U.S. interests
- Conduct an
independent analysis of potential actions available to near peer nations to
establish control of or otherwise adversely impact U.S. access to the global
industrial base associated with military technology advantage. Recommend
actions the United States can take to retain military overmatch and prevent or
delay adversaries from gaining such an advantage
- Include classified
and proprietary appendices that build on existing assessments and evaluation
activities of the U.S. manufacturing and defense industrial base and supply
chains as well as anticipated timelines for adversaries to develop similar or
countering capabilities
- Create and
communicate technology base ecosystem assessments required to field
capabilities rapidly, including long-term technology development, industrial
and innovation base production, critical DoD technology needs, increased
opportunity for non-traditional supplier partnerships, assessments of academic
and commercial research and development capabilities, private capital
investment trends, and traditional defense contractor internal research and
development (IRAD) investment to field cutting-edge advancements in each
technology priority area
- Conduct site visits to testing facilities, and critical material
suppliers and component manufacturers, as required
Qualifications
- Ability to obtain a Secret
clearance
- Bachelor’s degree in engineering
discipline or related science, technology, engineering, and math (STEM) field
- 1-4 years of related
experience
- Excellent written and
verbal communication skills
- Excellent customer
service skills
- Proficient in MS
Word, PowerPoint, and Excel
Desired Qualifications:- Active Secret
clearance or higher
- Experience
conducting and documenting extensive technical research
- Experience
interacting with DoD stakeholders to promote effective technical collaboration
- Knowledge
of the DoD acquisition processes, policies, and guidance
- Knowledge of the Committee on Foreign Investment in the United States
(CFIUS), OUSD(A&S)/Industrial
Policy, Defense Technology Security Administration (DTSA), intelligence,
counterintelligence and law enforcement organizations, interagency partners
like DoC and DoS, and relevant policies, procedures, tools, and support
services
