JOB DESCRIPTION: SAIC is seeking highly qualified personnel to serve as law enforcement advisors (LEAs) with expertise as a Certified Police Cyclist/Bicycle Response Team Instructor with Bicycle Maintenance Certification who can conduct classroom instruction and hands-on application of public order/mobile field force (MFF)/civil disturbance police training programs for assignment in Ukraine. Advisors will be assigned at the Police Patrol Department in Kiev. Instructors will employ adult learning-based instructional methods and skill-related practical exercises aligned with best practices in Bicycle Team Response to public disorder/civil unrest. The advisor will require expertise in delivering professionally recognized training programs such as the International Police Mountain Bike Association or POST/state-certified curriculum specifically associated with crowd management techniques to include interoperability with adjoining sector disciplines.  Examples of other disciplines: foot platoon, motorcycle, equestrian, EMS, and other mechanical or protective devices squads.  The instructors will be responsible for delivering a course inclusive of classroom, on-bike handling skills then incorporating team to multiple platoon formations and tactics. The advisor will be responsible for evaluating the officers’ skills, knowledge, and ability while providing critiques for individual and team performance; maintain records; and act as a subject matter expert in the development of course curriculum created jointly between the National Police of Ukraine, the Patrol Police Department, and ICITAP. In addition, advisors may be deployed in the field to provide mentoring to newly trained officers and conduct project assessments.
The Police Cyclist/Bicycle Response Team Advisor/Instructors may represent DOJ/ICITAP in meetings with the U.S. government agency officials, senior foreign officials and others.  While the Police Cyclist/Bicycle Response Team Advisor/Instructors are one of DOJ/ICITAP’s prime contractor representatives but the Police Cyclist/Bicycle Response Team Advisor/Instructors are NOT a US government official.  Duties may also include facilitating meetings; leading working groups; developing reports and specialized papers; reviewing and editing policies; manuals and Standing Operating Procedures (SOPs); conducting briefings; and, active participation in advising officials.  Work will be performed at designated host-country site(s).  Work assignment locations may be worldwide. 

Qualifications

U.S. Citizen;

Minimum of 5 years of Police Bicycle Instructor training experience with progressively increasing duties and responsibilities.

Minimum 5 years’ experience in live deployments of Bicycle Response Teams to public order/MFF/civil disturbance events. Team/Unit supervisory experience preferred.

Ability to deal with unexpected difficulties such as equipment failures, facility issues, individuals with learning difficulties;

Advanced knowledge of Police Bicycle Individual/Team procedures and techniques, with extensive knowledge in Bicycle Response Teams utilizing interoperability theory with other types of public order/MFF/civil disturbance deployment teams.

Experience providing law enforcement officers basic police bicycle classroom and on-bike training  through an adult learning facilitated format;

Capable of providing analysis of project goals and objectives in the field and offering recommendations for change and improvement;

Experience in public speaking with the ability to lead effective classroom discussions, and ability to lead/teach a diverse group of police officers;

Proficiency with Microsoft Office suit (Word, Excel, PowerPoint, etc.); and,

Ability to obtain and maintain a Public Trust certification from the U.S. DOJ;
