This DHS customer relies on the availability of IT systems and infrastructure to perform operations around the world. It supports over 54,000 users worldwide at 823 sites both domestically and abroad including many remote locations and mobile platforms. Infrastructure services are delivered in both the Sensitive but Unclassified (SBU) and Classified environments.

As such, the customer is interested in shifting the delivery of IT services to an enterprise IMS model within a contractor owned/contractor operated (COCO) environment to achieve these goals with reliable and more effective and efficient service levels. This will likely require the consolidation of disparate critical IT infrastructure services to enable the vendor to effect an IT transformation that will cost effectively stabilize and secure the infrastructure, whether cloud-based on datacenter, and position the customer to effectively deploy new IT capabilities.

 


This is a senior Program Manager Level 4 offering. The program manager is responsible for the efficient integration of technical and programmatic support functions, the successful implementation of governance process improvements, and delivering outcomes that result in the government achieving their strategic objectives.  Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance.  Manage risk, customer relationships, and program staffing.  Ensure compliance with quality standards and escalate challenges to leadership.  Support business development and program staff management. Responsible for day-to-day financial analysis of area operations. Responsible for the efficient integration of technical and programmatic support functions, the successful implementation of governance process improvements, and delivering outcomes that result in the government achieving their strategic objectives.



Principal Duties and Responsibilities


  • Responsible for all actions impacting technical and financial performance, and achieving and maintaining an effective and efficient working relationships within the team, government leadership, other support contractors, and all other internal and external stakeholders.

  • The Contractor is responsible for notifying the Government of all issues that may impact (positively and negatively) its ability to deliver services in a timely manner at the quality levels specified in the SLAs.

  • The Program Manager shall be available to meet with the Contracting Officer and the COR upon request to present deliverables, discuss BPA Call Order progress, exchange information and resolve emergent technical problems and issues. These meetings shall take place at the Government's facility.

  • Ability to execute strategy and deliverables, write, communicate, facilitate, and present cogently, to and/or for, all levels of industry audience, clients and internal staff and management.

  • Successfully execute deliverables, which includes the following: presentation slides, practice marketing materials, change management plans and/or project plans, workshops for various internal and external clients and audience levels, practice methodologies and tools, policies and procedures, whitepapers, other standard business communications.

  • Integrates all functions and activities necessary to perform the project/program to meet the customer requirements.

  • Directs project team personnel, manage cost and schedule, ensure contract compliance, and serve as principal customer interface.

  • Organizes, directs, and manages contract operation support functions, involving
    multiple complex and inter-related project tasks.

  • Maintains and manages the client interface at the senior levels of the client organization.

  • Meets with customer and Contractor personnel to formulate and review task plans and deliverable items.

  • Ensures conformance with program task schedule and costs.

  • Ensure compliance with quality standards.




Qualifications

 

Citizen or legal resident of the United States.

Secret clearance

Relevant Bachelor’s degree and fourteen (14) years of experience; Masters and twelve (12) years or more of experience in an IT related field.   

At least 8 years in an IT Program Management position of similar size, scope and complexity

Significant experience coordinating multiple vendors, cross-functional technology and infrastructure projects simultaneously.

Extensive knowledge in Enterprise IT Operations through directing, managing, implementing and executing business and technology related solutions and project teams that involve infrastructure managed services (IMS) (IaaS); infrastructure modernization; cloud migration; in a Contractor Owned/Contractor Operated (COCO) environment.

Working understanding of both .gov and .mil networked environments including DODIN, NIPR/SIPR networks.
