SAIC has an immediate need for a Technical Project Manager to support the FDA’s Office for Center for Tobacco Products.


JOB DESCRIPTION:


The Technical Project Manager is responsible for technical success of this program. They will lead technical efforts, manage task assignments and technical work, and integrate activities in accordance with contract requirements to meet technical, resource, and schedule requirements. The TPM will coordinate with the Program Manager (PM) to manage risks, maintain strong customer relationships, and maintain a highly qualified, motivated program team.  The TPM will lead the team’s compliance with quality standards, propose edits to standards if necessary, and escalate challenges to the PM.

 

The TPM is responsible for technical success in accord with program objectives. The TPM will allocate requirements and features to architectural and design elements, establish interim technical success criteria by phase (design, implementation, test), oversee OpenText tool setup and maintenance, lead Agile software development efforts, provides periodic status reports to the PM, coordinate technical and program integrations; and propose architecture and product design. They will target product quality for securing acceptance and approval of deliverables from the program sponsor; liaise with all current and future stakeholders; identify needs for training and resource; participate in recruitments and roll offs; and represent technical teams to the Change Control Board or other governance structures.

 

Other responsibilities include:

  • Ownership of program technical architecture and design throughout the life cycle, from initiation to deployment.
  • Assist the PM with task estimation and scheduling, risk identification, management of scope and resource changes, and monitoring technical progress.
  • Identifying, escalating and driving resolution of technical issues that could affect program schedule and or migration and training commitments.
  • Defining technical accomplishment metrics and assessing technical program progress.
  • Communicating regularly to the PM on program status, resource requirements, and risk changes.
  • Facilitate Defect Triage meetings and manage the Issue Analysis process
  • Conduct key formal peer reviews, collect key metrics to facilitate a learning organization
  • Facilitate common software requirements analysis across multiple projects
  • Facilitate common software requirements analysis across multiple projects.
  • Assist Agile Coach and Technical Project Manager with overall continuous technical process improvements.
 

LEADERSHIP AND MANAGEMENT:

  • Manages a team of approximately 15 experienced specialist employees and subcontractors who exercise significant latitude and independence.
  • Experience leading projects in various stages of lifecycle through a rigorous engineering process.
  • Experience interfacing with other functional leads from Systems and Test Engineering.
  • Experience with Agile Toolsets (e.g., JIRA) for managing teams, tasks, user stories, and epics.
  • Experience adapting/tailoring processes to Agile/Lean principles.

Qualifications

REQUIRED EDUCATION:

  • Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; may consider a high school education and an additional 4 years of experience in lieu of a degree.
  • 2+ years’ experience managing Agile Development projects
 

REQUIRED SKILLS:

  • Current or previous in-depth Software engineering experience, preferably with OpenText.
  • Knowledge of Agile technical practices.
  • Experience with various development environments, versioning tools, SCM.
  • Knowledge of Software Architecture and FDA helpful.
  • Attention to detail and completeness.
  • Assertive Communication skills.
  • Systems thinker who views engineering organizations and the SDLC holistically from a system perspective with inputs and outputs.
  • Ability to meet with customer in Calverton, MD approximately 3-days per week.

CLEARANCE REQUIREMENTS:

  • Must be able to obtain a Public Trust security clearance.

  • OpenText Experience
  • Advanced Agile Certification (PSM, PMI-ACP or SAFe) or Certified Scrum Master (CSM) with 5+ years as a Scrum Master with proven success.
