Job Description


SAIC is seeking a Ground Systems Engineer on the OMES II contract in support of the Joint Polar Satellite System (JPSS) program at NASA Goddard Space Flight Center. The position is located in Greenbelt, MD.


The Joint Polar Satellite System (JPSS) is the National Oceanic and Atmospheric Administration’s (NOAA) next-generation operational Earth observation program that acquires and distributes global environmental data primarily from multiple polar-orbiting satellites. The program plays a critical role to NOAA’s mission to understand and predict changes in weather, climate, oceans and coasts, and the space environment, which support the Nation’s economy and protect lives and property.

This position will be on a satellite ground system and in particular, the telemetry and command interface between the satellite and the ground.  The focus will be on the data from the time it hits the ground equipment, through the front end processors and what conversions take place before sending to the systems data processing center.

Specific job duties include:

- Documentation.  Writing the concept of operations, the interface control documents and requirements documents

- Writing and decomposing requirements

- Oversight of the ground vendor and their efforts to integrate and test the lower level requirements

- Assisting the System Engineering I&T team in requirements verification

- Tracking discrepancy reports


- Bachelor’s Degree in Engineering or related field and 9 years of relevant experience

- Must be able to pass a Government background investigation

- Earth observing mission system engineering skills

- Knowledge of system engineering and integration tools

- Experience in ground system development, installation and test 

- Experience in ground stations with emphasis on communications and test.

- Flight system engineering information management

- Flight software database and table management

- Candidate must have direct, relevant experience and familiarization with NASA/NOAA system architecture and organizational structures

- Proficiency in Microsoft Office and commercial business applications


- Task management experience

- Excellent verbal and written communication and presentation skills

- Experience in system and schedule integration
