The U.S. Department of Justice (DOJ) provides specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP). ICITAP is a cornerstone of America’s global strategy for combating transnational crime, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries. SAIC is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. For over a decade, SAIC has fielded hundreds of highly skilled criminal justice professional men and women supporting ICITAP and OPDAT. DOJ ICITAP is initiating a multi-year project to strength the capacities of the Ukrainian National Police. The contractor position of Mounted Police Advisor/Instructor serves as a SAIC representative for ICITAP in assisting the Ukrainian National Police develop and improve horse mounted police unit operations and capabilities as an integrated public safety function.
SAIC is seeking highly qualified personnel with expertise in training police horse mounted patrol operations to serve as Mounted Police Advisor/Instructors. The Mounted Police Advisor/Instructors is part of a team of criminal justice professionals from various disciplines. The Mounted Police Advisor/Instructors will work directly with senior host country police officials, among others, to coordinate and deliver training, mentoring, and advisory services related to mounted police services, in line with international standards, in compliance with Ukrainian law, and in coordination with other existing technical assistance. Mounted Police Advisor/Instructors will be assigned at the Police Patrol Department in Kyiv, instructing methods related to basic equitation and pubic order/crowd control techniques for mounted officers in coordination with other public order units (i.e., mobile field force, bike, etc.). Additionally, training and advisory services may include training officers on riding, handling, formation, equipment, care, and support associated with mounted patrol units. Mounted Police Advisor/Instructors will develop and implement mounted patrol training programs principally for urban police environments. Mounted Police Advisor/Instructors will be responsible for evaluating officers’ knowledge and performance, maintain records, and act as a subject matter expert (SME) in the development of course curriculum jointly between the National Police of Ukraine and ICITAP. In addition, Mounted Police Advisor/Instructors may be deployed in the field to provide mentoring to newly trained officers and conduct project assessments.
The Mounted Police Advisor/Instructors may represent DOJ/ICITAP in meetings with the U.S. government agency officials, senior foreign officials and others. While the Mounted Police Advisor/Instructors is one of DOJ/ICITAP’s prime contractor representatives, but the Mounted Police Advisor/Instructors is NOT a US government official. Duties may also include facilitating meetings; leading working groups; developing reports and specialized papers; reviewing and editing policies; manuals and Standing Operating Procedures (SOPs); conducting briefings; and, active participation in advising officials. Work will be performed at designated host-country site(s). Work assignment locations may be worldwide.
Minimum of 10 years of equine training experience with progressively increasing duties and responsibilities;
Ability to deal with unexpected difficulties such as equipment failures, facility issues, individuals with learning difficulties;
Advanced knowledge on Mounted Police Patrol procedures and techniques, with extensive knowledge in equine husbandry and safe management.
Experience providing law enforcement officers basic mounted police skills training through an adult learning facilitated format;
Capable of providing analysis of project goals and objectives in the field and offering recommendations for change and improvement;
Experience in public speaking with the ability to lead effective classroom discussions, and be able to handle a diverse group of police officers;
Proficiency with Microsoft Office suit (Word, Excel, PowerPoint, etc.); and,
Ability to obtain and maintain a Public Trust certification from the U.S. DOJ.
