Job Description/Overview:

 

SAIC is seeking a System Engineer/Acquisition Specialist to join our Chantilly VA based team.  This position requires the applicant to work in a fast-paced, dynamic environment supporting our GEOINT Commercial System Program Office (CSPO) customer and frequently interacting with multiple Customer offices and external agencies. The GEOINT/CSPO is responsible for exploring and integrating commercial satellite imagery into the Customer architecture. 
Key duties/responsibilities include, but are not limited to the following:

 

• Support CSPO is the successful completion of the System Requirements Review (SRR) and Milestone B readiness events
• Generate and coordinate approval for program office acquisition documents including a Program Management Plan, Acquisition Strategy, System Requirements Review artifacts and accompanying briefings
• Plan, coordinate, and facilitate program and Enterprise level events including System Requirements Review, Independent Review Team (IRT) event, and Milestone B decision event
• Coordinate between the CSPO and other Customer Directorates to capture and document system requirements
• Analyze user requirements, concepts of operation and high-level systems architectures to develop acquisition strategies
• Support acquisition strategy development, comprehensive acquisition schedule building, market research, trade studies, evaluation criteria development, and pre-solicitation documentation
• Generate and coordinate acquisition documents, including:


- Requests for Information  - Requests for Proposals
- Statement of Work/Objectives  - Technical Evaluation Criteria
- Justification & Approval  - CDRLs


• Coordinate between government technical and contracting staffs
• Assess acquisitions in the context of identifying the most efficient and cost-effective method(s) to meeting future architectural needs and requirements
• Provide subject matter expertise during evaluation of proposals, fee plans, contract clauses, proposed hours, and technical baseline documentation
• Support the generation and execution of any briefings or presentation, as required.
• Travel within the U.S. One (1) time every two (2) months for approximately 2-3 days per trip.

      Qualifications

      TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience

       

      Required Qualifications:

      • Active TS/SCI Clearance with Polygraph

      • Bachelor’s Degree in related field

      • 7 or more years of experience working in satellite system program office or a satellite development facility

      • Experience preparing RFP packages. (e.g. SOWs, CDRLs, Award Fee Plans)

      • Ability to work autonomously with very little guidance

      • Demonstrated ability to coordinate between Government organizations

      • Excellent written and oral communication skills

      • Ability to grasp and summarize information for presentation to leadership

      • Ability to lead small teams to close on specific objectives on a given schedule

      Desired Qualifications

       

      Familiarity with Customer readiness and acquisition processes and experience in successfully executing them.
      5+ years experience in Customer system program offices
      10+ years experience in Customer space systems acquisition
      Current professional certification in program or project management
      M.S. degree in a relevant field
      Knowledge of Customer contracting processes
      Proficiency representing complex data in high level Microsoft PowerPoint presentations tailored to specific audiences
      Ability to respond to short suspense with minimal supervision to interpret and execute technical direction, analyze data, develop conclusions and draft recommendations for courses of action
