Policy Analyst - Policy Analyst Principal (Open Skies Treaty Subject Matter Expert)
SAIC has an opening for a Policy Analyst Principal supporting the Headquarters Air Force Deputy Chief of Staff for Strategic Deterrence and Nuclear Integration, Office of Policy, Planning and Strategy (AF/A10P). Work will be performed at the Arlington, VA area and Joint Base Anacostia-Bolling, DC.
Provide analytic support to Deputy Chief of Staff for Strategic Deterrence and Nuclear Integration, Office of Policy, Planning and Strategy (AF/A10P) pertaining to the Air Force’s implementation of and compliance with the Open Skies Treaty (OST).
Provide guidance for the AF on all Open Skies Treaty requirements
Coordinate all AFA activities and answer any questions related to the Open Skies Treaty and AF policy for implementation and compliance
Provide historical background, current and future treaty requirements and implications for AF projects, and professional advising and recommendations on all Open Skies Treaty-related issues.
Coordinate meetings in the D.C. area when the OC-135B aircraft is discussed
Be available to travel to the following locations:
Vienna, Austria for treaty discussions
Tinker AFB, OK for aircraft maintenance issues
Wright-Patterson AFB, OH for sensor and film development issues
San Pedro, CA for mission equipment issues
Provide written recommendations and documents, support policy and strategy development, develop talking points, and brief senior AF leaders
Represent AF positions and all aspects of AF policy relating to the Open skies Treaty
Develop, prepare, and implement education, training, and exercise materials for international treaty and agreement implementation; develop and implement wargames and tabletop exercises; plan and execute meetings, working groups, conferences, and other events.
Conduct research; draft responses to requests for information; review policy documents; develop papers, briefings, talking points, recommendations, and other deliverables; and brief findings to AF senior leaders as needed.
Active Top Secret Clearance with TS/SCI eligibility
Minimum of Bachelors and nine years or more of related experience or Masters and seven years 7 years related experience
Ability to interface with HAF and MAJCOM counterparts
Excellent oral and written communication skills
Proficiency with MS Office products
Experience in coordinating funding issues for aircraft operations and maintenance
Knowledge of operations of the OC-135B aircraft
Demonstrated knowledge of Air Staff, JS, and OSD organization and responsibilities with respect to OST requirements
Demonstrated experience in planning, directing and managing complex projects/operations
Demonstrated experience working in complex environments with multiple POCs
