Job Description


SAIC supports the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) to ensure the defense acquisition community has suitable Research and Engineering capability to help define, develop, cost, test, produce, operate, and sustain defense systems throughout all phases of the acquisition life cycle.

OSD develops and implements policy for all OUSD(R&E) areas of responsibility; works to build/maintain the workforces’ currency, capability and capacity; and continually maintains substantive technical engagement with Component organizations throughout the acquisition life cycles of major and selected acquisition programs. Additional engagements across government, industry, and academia help shape the future of DoD research and engineering.

SAIC supports our DoD customers as the focal point for all policy, practice, and procedural matters relating to Research and Engineering, to include technical risk management; system of systems and mission engineering; manufacturing and quality assurance; reliability and maintainability; system security engineering, assurance, and program protection; human-systems integration; systems safety and related disciplines, developmental test, modeling and simulation. SAIC also provides technical expertise to improve the state of practice for systems engineering to pursue cross-cutting issues across the defense acquisition community and within the systems engineering enterprise.

SAIC seeks a motivated, hardworking, systems engineer to serve as a technical SME supporting the Deputy Director for Policy, Guidance and Workforce Development.

  • Support the development of DoD policies to incorporate DoD-recognized best practices in systems engineering; to include authoring policy, serving as “book boss” for critical sections, etc. 
  • Review and assess the DoDI 5000.02, “Defense Acquisition System” for systems engineering currency and completeness, and, as necessary, preparing periodic updates and effectively collaborates with DoD stakeholders
  • Ensure effective, periodic updates to the systems engineering guidance, such as the Defense Acquisition Guidebook (DAG); Chapter 3 on Systems Engineering and contribute to other DAG chapters, as necessary, to ensure appropriate SE guidance is addressed across the lifecycle and integrated throughout the DAG
  • Support the Deputy Director by providing technical and management input to data calls, briefings, articles, and reports as required
  • Contribute knowledge in key DoD SE focus areas such as: Prototyping and Experimentation, Mission Engineering, and Engineering Workforce Development


  • Bachelor’s degree in an engineering discipline or related field
  • 5 - 15 years of related experience in Engineering, Computer Science, Mathematics, Operational Research or related field
    • At least 5 years of engineering experience working in the defense acquisition community (industry, military, Government civilian, or contract support)
    • 1 or more years hands-on experience with senior customer relationship management
    • “Systems Thinking” skills as applied to analysis and development of both complex technical solutions and long-term guidance
    • Strong analytical, problem-solving, prioritization, and organizational skills; proven ability to assess, select, and utilize a variety of methods and tools; strong written and verbal communication skills
  • Familiarity with DoDI 5000.02 and the DoD Acquisition Process and the Defense Acquisition Guide
  • Strong emotional intelligence and ability to think and adapt quickly to changing requirements, stakeholders, and environment and take action
  • Strong consultative skills with a demonstrated understanding of requirements gathering and deduction of viable courses of action
  • Ability to transform ideas into practical implementation
  • Ability to speak and write in clear and concise manner
  • Experience in planning and coordination of working group meetings with diverse participants
  • Experience in preparing, coordinating, and presenting briefings
  • Current, active Secret clearance required

Desired Qualifications

  • Master’s degree in an engineering discipline or related field
  • Demonstrated ability to think strategically/conceptually in the context of DoD acquisition, including familiarity with DoD management and oversight systems and databases
  • Demonstrated experience communicating with senior management/leadership, including presenting analytical results/recommendations in a dynamic, high-pressure environment.
  • Demonstrated experience developing policies, guidance, and standardization documents related to acquisition engineering or related technical fields
  • Knowledge of OSD inter-office coordination and communication protocols
  • Experience with DoDI 5000.02 and other DoD Component policies related to the defense acquisition system
  • Experience with Defense Acquisition Guide Chapter 3, Systems Engineering, ISO/IEC/IEEE 15288, IEEE 15288.1, and IEEE 15288.2
  • Demonstrated experience in planning, briefing and coordinating senior-level technical reviews, panels, or similar meetings with diverse participants
  • INCOSE or PMP Certification
