Summary
As part of an Engineering Support Services (ESS) Team that supports the PEO IWS 1.0 AEGIS Weapon System Program, this Software manger will support the new DevSecOps Assistant Program Manager (APM). He/she will apply DevSecOps practices to rapidly and securely produce and deliver AEGIS Weapon System (AWS) computer program upgrades to 100 US Navy cruisers and destroyers while those ships are conducting maintenance availabilities, while in port and while at sea conducting operations around the world. Specifically, the candidate will help create development, cybersecurity, safety, certification and continuous delivery processes associated the DevSecOps framework. He/she will ensure these processes are updated to support the current AEGIS transition from traditional waterfall managed baseline deliveries to continuous agile capability development and deployment. He/she ensures these processes are aligned across all stakeholders and will institute a program to train the community. This challenging and rewarding effort will involve identifying financial, personnel and IT resource requirements, conducting market research of tools and computing infrastructure, executing trade studies and drafting vendor contract requirements.  


Responsibilities:

  • Modernize the Navy’s Combat System data and transport architecture, to include using commercial industry best practices for software modernization.
  • Investigate innovative ways to leverage future capabilities like artificial intelligence and machine learning to increase warfighting lethality.
  • Support the Chief of Naval Operations vision to use commercial technology and open standards for maximum agility, speed of capability delivery and joint/coalition interoperability.
  • Reduce CyberSecurity Risk Management Framework accreditation timelines, and will enable improved cybersecurity monitoring.

Qualifications

  • Nine years’ experience working DEVSECOPS in some capacity of SW management.
  • Extensive knowledge of the DEVSECOPS pipeline and tools (e.g., Jira).  
  • B.S. Degree in IT related field (additional experience may be substituted in lieu of a degree).  
  • Team player capable of executing independent work who pays attention to detail.  
  • Effective communication and interpersonal skills are essential. Must effectively communicate with high-level Military, Government, and Contractor personnel.  Self-starter, energetic.  

  • Solid MS Word and PowerPoint skills.  
  • Ability to see a problem and identify solutions.  
  • Capable of completing tasks on time and communicating status. 
  • TYPICAL EDUCATION AND EXPERIENCEBachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience.

Desired Qualifications

 

  • Secret clearance is VERY STRONGLY DESIRED.  
  • Experience identifying financial, personnel and IT resource requirements, conducting market research of tools and computing infrastructure, executing trade studies and drafting vendor contract requirements.
  • AEGIS engineering or maintenance experience, especially related to the its computing infrastructure or the AEGIS Computer program.  
  • Civilian, contractor or military US Navy experience at sea or in position directly supporting the fleet or fleet development.   
  • Knowledge of broad principles of SE and knowledge in support of System operations and Ship capabilities.   
  • Knowledge of US Navy Combat Systems, preferably AEGIS baselines.  
  • Fleet operational Combat Systems experience, preferably along the lines of a Tactical Action Officer, Combat Systems Officer, Systems Test Officer, or Combat Systems Maintenance Manager.
  • DAWIA certification(s). 
  • Experience working with Naval Surface Warfare Centers Dahlgren Division, Port Hueneme Division, Corona Division, and the Johns Hopkins University/Applied Physics Laboratory.
