SAIC is looking for team members to support the Joint Electronic Warfare Center (JEWC) to develop a Joint electromagnetic spectrum (EMS) Information, Analysis and Fusion (JEMSIAF) activity that will provide Joint Force Commander (JFC) elements and Service units the authoritative technical and operational information required to achieve EMS superiority and conduct EMS operations.
JEWC is a subordinate component of United States Strategic Command (USSTRATCOM) and the positions are located at Joint Base San Antonio-Lackland, in San Antonio, Texas. JEWC is tasked with providing engineering analytics, modeling, simulation, and assessments that support the planning and execution of Joint Force Commander (JFC) electronic warfare operations.
The long-term goal of this effort is to develop, archive, and disseminate the authoritative technical and operational information that enables JFCs to achieve EMS superiority and EMS control across all operational domains (air, ground, maritime, space, and cyber) and operational functions (e.g. intelligence, logistics, targeting, communications, and information operations).
To accomplish this, the JEWC must perform full spectrum engineering analytics, modeling, simulation, and assessments of EMS dependent systems to determine systems’ interactions with each other and the physical environment. The JEWC will combine and integrate information with data obtained from other organizations’ activities. Respective domains provide the JFC and Service units the information needed to achieve a holistic approach to EMS superiority and EMS control. To support data archiving and dissemination, the JEWC must establish an infrastructure to archive operationally relevant EMS-related products and develop a web presence for JFC elements and Service units to access products. The JEWC must continuously gather and determine needs for stored and observed EMS data, platform and performance EMS data, Joint Spectrum Data Repository (JSDR) services, modeling and simulation tools, graphic user interfaces, visualization, multi-level security, data handling, fusion tools, and organizational connectivity.
The candidate for this position provides technical solutions to a wide range of difficult problems where analysis of data requires evaluation of identifiable factors through imaginative, thorough, and practicable solutions that are and consistent with organization objectives, possesses complete understanding and wide application of technical principles, theories, and concepts in the field, has general knowledge of other related disciplines, and provides direction to employees according to established policies and management guidance.
Plans and executes modeling and simulation systems development projects.
Possesses and applies knowledge about simulation methods for analysis of complex human-machine systems and training.
Designs and develops simulation systems and modeling of simulation objects. Duties may include performing analysis applying appropriate scientific and engineering processes and modeling techniques to the life-cycle development of systems; performing analysis and trade-off studies related to operational issues, and reviewing test plans to ensure MOEs address operational requirements using modeling and simulation tools and techniques; reviewing plans for system integration, operation, and maintenance and assisting in the development of training for operational personnel.
Bachelor’s degree in engineering, related technical field, or related STEM discipline.
4 years of combined experience with modeling and simulation tool sets BUILDER, ESRI ArcGIS/Arcinfo, IMOM/IMOM Engineer, MATLAB/Simulink, or similar physics based models.
5 years of combined experience performing operational analysis of EMS dependent systems operational EW, communications, intelligence, engineering, analytical, computer science, or spectrum management expertise.
4 years of combined operational use, planning, analysis, and support of EW, communications, and ISR systems.
4 years of combined experience in IC data mining practices and the IC TCPED production process and demonstrated ability to quickly acquire, retrieve, and collate disparate sources of EMS data and parse into holistically, operationally viable assessments for key areas of interest.
4 years of combined experience in using data parsing and modeling and simulation computer programs to provide RF/EO/IR assessments and propagation of signals; and two-dimensional and three-dimensional antenna pattern calculations.
10 years of combined tactical and strategic one-on-one to many-on-many engagements
4 years of combined experience performing engineering analysis of air, ground, sea, and space communication systems (e.g., media broadcast, wireless systems, etc.) over the EMS.
4 years of combined experience in performing analysis of air, ground, sea, and space EMS systems (e.g., radar, weapon systems, etc.) over the entire EMS.
Familiarization in radar, lasers, communications, sensors, electromagnetics, and signal processing.
Master’s degree in engineering or Bachelor’s degree in engineering with field relating to radar, communications, sensors, signal processing electromagnetics, and wave propagation.
Experience with modeling and simulation tool sets GIANT, GALE/GALE-lite, and FADE/MIST.
Knowledge and familiarity with SOAP, STK, SEEFAR/JAMS, or similar IC data parsing models.
Knowledge and familiarity with IC data repositories such as USELMS, EWIR, and MEPED.
Education, experience or certification courses completed across a wide range of EMS disciplines such as: radar, lasers, communications, sensors, electromagnetics, and signal processing.
