SAIC is seeking an experienced Safety and Security Manager for upcoming construction projects in Africa. This is for multiple locations across the Continent. The Safety and Security Manager assists, plans, and implements safety and security policies and procedures in compliance with local, state, federal and host country military rules and regulations including Occupational Safety and Health Administration (OSHA). Advises the Project Manager and Operations Director on safety compliance and security concerns and preventative actions. Plans and implements training for employees in work site safety practices. Maintains safety files and records of all projects and divisions in the organization, program deadlines with a set of clear performance indicators. Interaction with Project Teams to maintain and contribute to the seamless communications and client confidence on all project delivery progress. Performs safety surveys and inspections, prepares written reports of findings and recommendations for corrective and preventive measures where indicated and follows up to ensure measures have been implemented. Conducts post accident investigation and prepares report identifying possible accident causes and hazards for use by company personnel and senior management. Assist, set up and conducts training. Develop, evaluate, and continuously improve safety programs.
The duties and responsibilities include but are not limited to the following:
Advises, plans, and develops the appropriate approach to the solution of a unique functional security related problem as relates to program/project implementation.
Performs threat analyses to develop detailed security and evacuation plans.
Ensure compliance with and adherence to standards, processes, guidelines and rules determined to be applicable for a given project / program site to ascertain strict adherence to duty of care provisions.
Provides the principal management with assistance in implementing/executing the design and development of security plans.
Conducts site surveys and risk assessments and manages security projects associated with facility protection and business operations
Ensures security policies and procedures comply with Guinean Law, U.S. government and contractual requirements.
Provides security leadership to all site locations at assigned region.
Represents SAIC in security meetings with Guinean Armed Forces, US Embassy official, or other force protection forces as may be requested.
Develops and implements security policies and polices for the program and monitors employee compliance.
Ensures security operations are conducted in accordance with U.S. regulations, Host Nation laws, and SAIC policies and procedures.
Manages employee security training.
Creates and executes security plans and revises as required to meet changing needs and requirements.
Maintains/conducts testing of evacuation/contingency plans.
Leads/participate in development of crisis and business continuity plans; acts as member of crisis management team.
Works with the SAIC Project Manager to ensure that safety and security training is delivered within a systematic program which promotes interactive and participative learning and the personal development of employees.
Responsible for contributing to high levels of compliance on the organization and project sites by providing clarification regarding intent and practical examples of implementation.
Audits project sites to raise awareness and sensibility among project staff to hazardous conditions and unsafe practices or behaviors.
Supports contractor use of near-miss reporting.
Support incident and accident investigation process, by the collection of facts evidence, photographs, witness statements, and other information useful to the Root Cause Analysis process. Evaluates hazardous conditions and practices and develops hazard control practices and programs. Assists in communicating hazard control information and evaluates effectiveness of the control.
Plans and directs safety and industrial hygiene service of insurance carriers to obtain optimum service
Supports the development and delivery of orientation and HSSE training for SAIC managed projects.
Help monitor contractor training programs for compliance with regulatory and SAIC and client requirements.
Assists Project Construction Manager, Project Managers and Site Superintendents in administrating the Site Specific HSSE Plan and developing Site Specific Risk Assessments.
Will support the development and maintenance emergency plans, contingency plans, and emergency call trees for HSSE employees and contractors.
Accompanies regulatory compliance officers and third party auditors directed by the organization and the projects.
BA/BS in a relevant field
Minimum nine (9) years of military, security, or law enforcement experience (or a combination thereof) with senior level management exposure to the spheres of strategic planning, project and budget management, employee mentoring and leadership.
At least three (3) years previous security management experience in high threat areas such as Somalia, Mali, Afghanistan or Iraq.
Knowledge of safety and security best practices and a willingness to develop an in-depth knowledge of SAIC security policies and procedures.
Excellent interpersonal skills and an ability to establish and maintain positive working relations in a multi-cultural, multi-ethnic environment respecting local diversities and gender balance.
Comprehensive oral and written skills and a proven ability to provide clear and precise instruction / briefings to a variety of internal and external audiences.
Fluency in spoken and written English is essential.
Ability to use computer applications such as Microsoft Excel, Word, PowerPoint and Access as a tool for information management and internal / external communication.
10+ Years in construction
and industrial safety experience or equivalent combinations training and
Member of HSSE Industry body.
Experience in OSHA, MSHA, DOT, and EPA regulatory requirements, including:
NEBOSH/OSHA, OSHA-10 Construction Safety, OSHAS 18001-2007 Security Systems and Health , ISO 14001-2004 Environmental Systems.
Expert Knowledge of construction methods and practices, local safety and environmental law and regulation.Expert in recognition of unsafe conditions, practices or behaviors, and to take appropriate corrective action measures.
