   SAIC is seeking a highly qualified Operations and Procurement Manager to support our ICITAP program in Ukraine.    Since 2015, Ukraine demobilized the former Militia of the Ministry of Internal Affair’s, National Police Force to create a new law enforcement structures. The ICITAP Ukraine Program Team has supported the establishment of these organizations and continues to assist in the development of law enforcement reform in Ukraine.  Under the direction of the Program Director, the Procurement and Operations Manager’s role is designed to support the ICITAP project teams in Ukraine with the administrative, day-to-day management of the mission or other duties as assigned. General areas of responsibilities include but are not limited to:

 

 Ensures regular communication is maintained between USDOJ/ICITAP HQ PMO, subcontract/procurement support staff, and the field team

  Oversight and coordination with headquarters on procurement and subcontracts requirements, including Statement of Works (SOWs)

 

  Generates Technical Guidance Letters, provides oversight of travel and general HR maintenance for a team of 50+ employees

 

  Directly supervises and manages the in-country Procurement and Financial team comprised of foreign national personnel,

 

  Advising and providing input to the Program Director and the Deputy Director as to administrative and logistics needs, support, and policies

  Preparing meeting materials, minutes, and agendas

 

  Tracking program expenditures and budget impacts

 

  Works closely with Program Leadership and top-level government officials on the strategic development for logistics implementation and budget development.

 

 

 

 

 

 

 

 

 

Processes development and implementation

 

 

 

The on and off-boarding for local team members and program management

 

 

 

Ensuring contract administration and compliance by providing and tracking the supporting documentation for major procurements and capital renovation projects,

 

Document control and QA/QC

 

 

 

Tracking program implementation to report regularly,

 

 

 

 

 

 

 

Qualifications

One (1) year of experience in international contracting/consulting within a client-interfacing environment


Experience with government regulations e.g., FAR and FTR,


Demonstrated experience in business writing and communications

Acute attention to details


Must be flexible, adaptable, and have the ability to proactively identify and problem solve


Ability to think strategically, analytically, and proactively,


One (1) year prior management and supervisory experience


Basic understanding of accounting  and budgeting principles, and be a Quick learner





Desired Qualifications

 

Master’s Degree in International Affairs, Political Science or another related field

Experience developing, planning, implementing, and assessing management directives

 

Strong communication skills

Ability to work independently and multi-task


Ability to develop and work as part of a team


One (1) year prior experience working overseas

Ability to work in Ukraine for the long-term (2+ years)
