The tasks define the type of support required, and provide a parameter for taskings which will be required under this Task Order (TO). The contractor must provide overall program management, program support, project management and technical support as applicable to perform the following tasks:
Performance or support of the safety analysis and risk evaluation of proposed or modified operations to be introduced into the NAS. This will support the practice and use of the FAA's Safety Management System.
Performance or support of the safety analysis and risk evaluation of existing operations as identified by the FAA and propose mitigations as requested. This work could also be used to establish baselines for compensation purposes. This will support the practice and use of the FAA's Safety Management System.
Development of specific additional functionalities for the Airspace Simulation and Analysis Tool (ASAT) and the Simulated Model for Air Traffic Research and Training (SMART), as needed and directed.
Development and implementation of high fidelity computer simulations/modeling of specific aircraft avionics and surveillance systems based upon (possibly) proprietary, manufacturer provided data and/or algorithms and/or computer software for conducting needed risk assessments and safety analyses. This may include new navigation/guidance/surveillance systems as well as enhancements to existing systems.
Incorporation of high fidelity computer models and empirically determined parameters into high speed Monte Carlo simulations of complex aviation scenarios, such as combinations of multiple parallel or converging approaches, missed approaches, departures, or the incorporation of complex maneuvers on precision approaches.
Conduct and performance of the evaluation and analysis of various complex aviation scenarios, such as combinations of multiple parallel or converging runway operations, missed approaches, departures and incorporation of complex maneuvers on precision approach.
Unscheduled / impromptu maintenance and unanticipated, but required, enhancements to simulation and analysis tools.
Work with teams to augment and expand capabilities of the simulation and analysis tools developed to examine safety aspects of the introduction of new technologies such as ADS-B and fusion (combining reports from multiple radars on a single controller's scope).
Development or assist in the development of test plans for aircraft, flight simulator, and/or air traffic control simulator tests, evaluations and data collection campaigns; provide coordination of the plans as tasked; provide supervision of test setup; support the extraction, screening and validation of data collected from the tests; support data storage requirements and data presentation as needed.
Development of software for analysis and visualization of data collected from aircraft, flight simulator and/or air traffic control simulator tests, evaluations and data collection campaigns. This could include associated surveillance/tracking data from a variety of surveillance system types as well as simulating them.
Preparation of high quality technical reports detailing the objectives, background, technical approach, analyses, outcome, and recommendations related to the particular subtasks.
