Lead & direct the Systems Engineering & Integration Program Protection/Security/Cyber Team in El Segundo, CA.
Develop and implement the National Security Space Launch (NSSL) Program Protection Plan (PPP) Security Classification Guide (SCG), Operations Security (OPSEC) Plan, Counter-Intelligence Support Plan (CISP), and Cyber Security Strategy (CSS), certification and accreditation (Risk Management Framework using e-MASS), FISMA reporting in accordance with DoD and Air Force Regulations.
Manage all aspects of the DOD industrial security program. Develop and review all program DD254's through NSP Contract Classification System (NCCS), and prepare Requests for Facility Clearance Upgrade Requests.
Lead and coordinate security investigations, document and correct all non-compliance issues.
Must interface with Intelligence Community subject matter experts to develop intelligence threat inquiries and reports, develop plan of actions and milestones, and mitigation plans.
Provide security and information assurance support to certify the capability of potential new entrant launch service provider (LSP) for Department of Defense (DoD) NSSL missions.
Review and assess launch LSP Program Protection Implementation Plans (PPIP), conduct Program Protection Site Surveys (PPS), and evaluate System Security Plans (SSPs) IAW Department of Defense (DoD) and Air Force regulations.
Meet Cybersecurity Workforce requirements for IAM Level III in support of Directorate Cybersecurity activities in accordance with DODI 8500, 8510, and DoD 8570.01. Verify compliance of LSP with its security and information assurance plans.
Coordinate security and information assurance activities across multiple sites (LAAFB, CCAFS, and VAFB), LSP manufacturing and integration and test facilities, assess security and information assurance risks, and provide inputs and recommendations to Government.
Facilitate Host/Tenant Agreements between NASA, CCAFS, and LSP; assess security and information assurance risks arising from any of the above activities, conduct weekly status meetings with security representatives at CCAFS and VAFB to coordinate activities and work products across locations.
Manage above activities and plans, their implementation, and assign risk level according to audits results and findings.
Provide support for personnel security actions to include: provide clearance verification on all network access forms, submission of visit access requests for military/civilian personnel.
Approve unescorted authorization entry forms for all directorate personnel and maintain security database.
Conduct and support LAAFB Random Anti-Terrorism Measures and report all activities, and lead Launch Security Readiness Reviews for all NSSL missions.
Review any program public releases for classification determinations and technical accuracy.
Initiate and execute Engineering Reviews and Technical Interchange Meetings, including quarterly NSSL System Security Working Groups (SSWG) meetings with NSSL stakeholders (LSPs, LAAFB, CCAFS, VAFB, AFSPC, and NASA) for the identification and resolution of all NSSL program protection issues.
Bachelor's degree: Engineering, Systems Engineering, Security Management, Cybersecurity and 9+ years of related work experience or 13+ years of equivalent of work related experience
DoD Cybersecurity Workforce compliant certification (preferably CISSP)
Ten or more years of related experience in Security Management, Cybersecurity of Government Programs.
Active Top Secret/SCI clearance
Knowledge of DOD, DOE, or other industrial security program and in-depth knowledge of the DOD, DOE, or other government security regulatory manuals.
Initiative, sound judgment, effective decision-making, successful collaboration with multiple agencies and personnel, excellent oral and written communication skills.
Demonstrated competency in Microsoft tools including MS Word, Excel and PowerPoint, and Information Technology (IT) systems and SharePoint-type databases.
Demonstrated ability to resolve quality issues effectively.
Travel to VAFB, CCAFS, Colorado Springs, LSP facilities, and other sites.
