SAIC is seeking experienced personnel for the DHS Countering Weapons of Mass Destruction (CWMD) Operations Support Directorate (OSD) program to provide administrative, programmatic, training and exercise, medical operations, and information coordination services to in order to enhance the nation’s abilities to prevent terrorists and other threat actors from using weapons of mass destruction and support operational partners in closing capability gaps along adversary pathways.
The Manager - Requirements Function provides technical and managerial direction for a contract team charged with supporting DHS CWMD requirements gathering and traceability responsibilities. This includes problem definition, analysis, requirements development, traceability, validation, and implementation for complex to extremely complex systems in the homeland security area. Manages the process of documenting, analyzing, tracing, prioritizing and agreeing on requirements. Provides oversite to the execution of this portion of the DHS systems engineering process. Communicates requirements and systems engineering processes to relevant stakeholders and the federal, state, and local level. Coordinates requirements generation process across the Homeland Security enterprise.
• Responsible for requirements generation, validation, verification, and development.
• Produces the following reports and conducts the related supporting processes:
o Capability Analysis Study Plan (CASP)
o Capability Analysis Reports (CAR)
o Non-Material Change Recommendation (NMCR)
o Mission Need Statement (MNS)
o Concept of Operations (CONOPS)
o Operational Requirements Document (ORD)
• Program support provides requirements related coordination and synchronization with other elements of CWMD, DHS HQ and DHS operational components.
Education: BA/BS degree, preferably in a technical discipline
Experience: At least 5 years of management experience, at least 2 of which is in requirements management; MA/MS degree can substitute for 3 years of experience
Experience working in a systems engineering environment
Experience with Department of Homeland Security (DHS) CWMD Office, DHS HQ or DHS operational components desirable.
