The Defense Systems Customer Group currently has a career opportunity for a Quantitative Fleet Feedback (QFF) Support training program analyst to provide fleet training data collection and assessment support to Commander, U.S. Third Fleet (C3F) in San Diego, CA.  The candidate must be knowledgeable of all phases of the Fleet Response Training Plan (FRTP) and carrier strike group operations.


The individual in this position will provide QFF program analysis support and serve as a fleet training program analyst performing a variety of routine and non-routine tasks associated with training assessment and reporting using the Navy Warfare Training System (NWTS) and Navy Training Information Management System (NTIMS) for the C3F staff.  Training program analysts have experience at the senior level including supervisory experience.  In general, they review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders.  They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required.  Training program analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies.  They are subject matter experts (SME) in their fields of expertise.


The ideal candidate will have at least five years’ experience in naval Fleet Synthetic Training (FST)  evaluation; data entry experience with database systems (e.g., NTIMS and Navy Mission Essential Task List [NMETL] Readiness Assessment Software [NRAS]); the flexibility to operate multiple computer programs simultaneously (e.g., MS Excel, MS PowerPoint, Chat, Simulation Disposition [SIMDIS] 3-D Analysis and Display Toolset, and Global Command and Control System-Maritime [GCCS-M]); and experience operating, and familiarity with, Joint After Action Report - Resource Library (JAAR-RL). In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least three years of applicable program analyst experience in:

  • U.S. Navy training operations, policy, systems, and staff procedures.

  • Managing/ prioritizing large, complex projects involving numerous stakeholders.

  • Leading working groups and cross-functional teams.

  • Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.

  • Engaging Senior Staff at the Flag Officer/Director/Manager level.

  • Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.


    Specific Functional Area tasks include:

  • Determine data collection and assessment requirements for QFF-supported exercises.

  • Assist government personnel project leads with planning, coordinating and briefing assessment requirements.

  • Attend initial, main or middle and final planning and other exercise conferences to coordinate data collection requirements.

  • When required, lead exercise assessment syndicates and working groups.

  • Provide program and technical support to project leads for Numbered Fleet Commanders, carrier task force/strike group (CTF/CSG) and amphibious readiness group (ARG) commanders,  CSG-4/15, Tactical Training Group Atlantic/Pacific (TTGL/P), and other training commands’ NMET-based training programs.

  • Provide training to training command staff and data collection team personnel on NWTS, NTIMS, and NMETLs when required.

  • Provide capability briefs and demonstrations on data collection tools and processes when required.

  • Provide program support to government project leads for NMETL review and content management in NTIMS for staff and warfare commander NMETLs.

  • Facilitate NMETL working groups for NMETL development and updates to ensure NMETLs comply with OPNAV and U.S. Fleet Forces (USFF)/Commander, U.S. Pacific Fleet (CPF) instructions and guidance.

  • Create and provide current, accurate and complete NMETL reports for use by Fleet personnel when required.

  • Enter current, accurate and complete NMETL content and training plan updates into NTIMS to comply with NTRP 1-03.5 Defense Readiness Reporting System – Navy (DRRS-N) reporting manual and USFF/CPF 3501.3 guidance.

  • Provide beneficial recommendations to the government project leads to update the Universal Naval and Joint Task Lists (UNTL/UJTL).

  • Provide administration and maintenance support to government project leads on training and performance assessment databases for CTFs, strike groups, ARGs, warfare commanders, coordinators, and individual deployers based on NMETLs.

  • Extract NMETL performance requirements from NTIMS to develop data collection plans, worksheets and databases.

  • Prepare and run quality assurance (QA) checks using NTIMS, NRAS, or other applicable software/systems.

  • Provide daily NMETL performance feedback reports to trainers on each assessment area from each database.

  • Assist government personnel in developing performance debriefs which will be presented to senior military personnel using MS PowerPoint or other required software programs using reports created from the performance databases.

  • After completion of exercises, create and submit performance data and training plan completion reports to the Navy’s readiness reporting system for up to 24 or more assessment areas from each exercise.  Perform QA of performance and experience data displayed in DRRS-N for data submitted and resolve any discrepancies identified.

  • Archive and retrieve performance data for data calls and historical analysis.

  • Conduct historical analysis on archived performance data when required and provide current, accurate and complete analysis reports to government project leads.

  • Attend planning and coordination events, tool development and process improvement events, and post-exercise analysis and reporting meetings when required.  Provide government project leads after action reports including an overview of the event/meeting and beneficial recommendations for improving exercise planning, data collection and reporting.

  • Provide beneficial recommendations to government project leads on opportunities to employ existing Joint and Navy training assessment tools and processes to improve Navy training, readiness and performance assessment.

  • Provide warfare area data collection, reconstruction and analysis to develop graphical representations, screen shots, reports, charts and replays to government personnel using data collection and display tools, including the Joint After Action Report - Resource Library (JAAR-RL), SIMDIS, Performance Evaluation Tool , Real Time Extraction and Analysis Projection , Portable Multipurpose Data Acquisition System, Warfare Assessment Module, GCCS-M/J, Common Operational Picture (COP) Measures of Effectiveness (MOE), chat and voice communications systems, and MS Office products on web pages and personal computers.

  • Provide C3F maritime operations center (MOC) METL support and C3F Defense Readiness Reporting System-Strategic (DRRS-S) reporting support to C3F project lead.  Gather metric data, comments or other required reports from C3F MOC stakeholders and CSG staffs to populate C3F DRRS-S database within specified periodicity.

  • Review and analyze Training Evaluation and Training Completion Reports from trainers and training audience in accordance with COMTHIRDFLTINST 3501.1 Integrated/Advanced Training Instruction.  Formulate and report recommendations for training improvements to C3F QFF project lead.

  • May be required to travel up to 25 percent of the time, including support of underway missions (up to 12 hours per day) for extended periods (up to 45 consecutive days) or work extended hours ashore. These consecutive underway or ashore periods may include weekends and holidays.  Occasionally, travel may be required to attend exercise planning events, NMETL development, or data collection tool development working groups.



  • U.S. citizen with a Top Secret clearance.

  • Bachelor of Arts or Science degree (or four additional years of experience in lieu of degree).

  • Active military duty experience in a Combat Systems environment and recent instructional/training experience.

  • Five (5) years of technical and general training analyst experience.

  • Three (3) years of applicable training program analyst and Functional Area experience (see detailed tasks above).

  • Must possess proven written and verbal communication skills at the junior management and senior executive level, be able to act independently, and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.

  • Experience in use of MS Office (e.g., Excel and PowerPoint) products.

  • Must have the ability to medically screen for underway operations on a U.S. Naval vessel.

  • Deep understanding of all phases of the Optimized Fleet Response Plan (OFRP) and familiarity with the FRTP, Fleet training policy documents (including the Fleet Training Continuum [FTC]), and Type Commander Training and Readiness Manuals.

  • Familiarity with NWTS, NTIMS, NRAS, SIMDIS, GCCS-M/J, DRRS-N, NMETL, UNTL, UJTL, and Naval operations and training.

  • Familiarity with the operation of JAAR-RL.

  • Master Training Specialist qualification.
