Join SAIC’s team to support the Military Health System (MHS) through a wide range of programs spanning Technology, Clinical Support/Research, Data Analytics and AI, Cloud and Data Center Management, Advisory Services, and Research and Development. In support of the MHS through its transformation under the National Defense Authorization Act (NDAA) that unifies the MHS under leadership of the Defense Health Agency, SAIC will provide IT services spanning the entire spectrum of global defense healthcare delivery and support enterprise that meets the needs of over 150,000 end users in 1200+ locations both CONUS and OCONUS as well as 8.6 beneficiaries utilizing the full gamut of service delivery considerations, from help desk to cybersecurity, clinical outcomes management to data delivery via the cloud.. SAIC experts will support the current-state of the enterprise, guide system modernization and serve as the platform for future technology integration and services in support of the Defense Health Agency.
The Program Director is the lead client facing program executive and guides the entire SAIC team’s efforts in planning, organizing, and managing all aspects of Program/Project Management, resources utilization, implementation of transformative, clinical and operational innovations and integration of best practices enterprise systems solutions that directly ensure successful execution and delivery of of program goals and objectives. The primary objective is to achieve mission driven goals and objectives while adhering to program constraints (scope, quality, schedule and cost); effectively managing risk, customer and stakeholder relationships and communications, program staffing and contract transparency.. The Program Director must also ensure compliance with quality standards and escalate challenges to SAIC leadership. In support of business development and program staff management operational criteria, the Program Management Plan as crafted by the Program Director will fully lay out the ways that successful completion of tasks are established and achieved. The Program Director is also responsible for interfacing with his/her government counterparts in periodically evaluatingtask performance and ensuring contracted services are performed in accordance with the terms. The Program Manager will also evaluate service performance through full review and inspection of deliverables and evaluation of customer satisfaction surveys. The Government may inspect each task as completed or increase the number of inspections if deemed necessary. Coordination of meetings, preparing budget drills, developing agenda items, attending high-level meetings, generating minutes, and tracking actions items may be required.
The Program Director must also be skilled in managing and leading all facets of a mission focused, high visability, high dollar value IDIQ program effort spanning approximately five years in duration. The Program Manager will be responsible for delivery of superior customer performance at all levels and against all program requirements. He/She will be responsible for communicating directly with direct government management staff as well as Senior SAIC management.
The Program Director shall apply PMP and PMBOK industry best practices, standards, principles, and techniques of project management to monitor, control, and direct completion of all requirements, from receipt and initiation through planning, scheduling, execution, monitoring, transition, and closure. The Program Director shall provide program management support that will determine potential risks and mitigation strategies that will be required to performsuccessful program execution including employment and objective evidence of Lean Six Sigma, Risk Management, and System Engineering methodologies; and System and Software Engineering best practices. Supervise Project Managers activities required to complete projects reliably, on schedule, and within budget during the planning, design, engineering, test and evaluation, deployment, and transition phases of project life cycles.
The Program Director shall draft and/or develop various program management (PM) documents. At a minimum, the following documents are typical Project Management deliverables that the Program Manager shall have knowledge writing:
- Meeting Agenda and Minutes
- Plans of Action and Milestones
- Work Breakdown Structure (WBS)
- Responding to data calls
- Developing financial reports
- Stakeholder management interface and communications
- Earned Value Management reports analysis
Bachelor’s degree in Health Sciences, Hospital Administration with focus on Healthcare Informaticss, Engineering, Physics, Physical Sciences, Information Security, Mathematics, Management Information Systems, Business or Health Sciences Related Field.
- Eighteen (18) years or more of hands-on technical experience in supporting Enterprise Information Technology services (healthcare informatics delivery) in a Health Environment as well as Health Systems expertise.
- Extensive understanding of the MHS as a whole, the Military Treatment Facility structured care delivery system and the comprehensive technology that supports them.
- Experience supporting integration of services on a global scale (including OCONUS MTFs) including Cyber, Network and/or Communications
- A minimum of five (5) years directly supporting Military Health System (MHS), to include: inter and intra service (Military Branches) coordination.
- Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
- Familiar with Commercial Hospital IT healthcare informatics service management across all disciplines.
- Must possess PMP certification.
- Must possess ITILv3 certifications
- Up to 25% of Travel CONUS/OCONUS
- IAT Level 1 Baseline Certification in one of the following:
- A+ CE
- Network+ CE
