SAIC is seeking experienced personnel for the DHS Countering Weapons of Mass Destruction (CWMD) Operations Support Directorate (OSD) program to provide administrative, programmatic, training and exercise, medical operations, and information coordination services to in order to enhance the nation’s abilities to prevent terrorists and other threat actors from using weapons of mass destruction and support operational partners in closing capability gaps along adversary pathways.

The Chem Defense Lead applies applicable management analysis processes, modeling and simulation tools, and technical techniques to provide the services required. Employs process improvement and reengineering methodologies and principles to conduct process modernization projects. 

Provides group facilitation, interviewing, training, and additional forms of knowledge transfer in the area of chemical defense, support and analysis. Serves as key coordinator among multiple project teams to ensure enterprise-wide integration of management efforts. Provides daily supervision and direction to other contract personnel performing management analysis taskings, reporting upwards to lead federal personnel.

Chemical Defense Leads coordination of chemical defense-related activities of DHS Components and provides subject matter expertise and requirements-driven support to authorities at all levels of government.  Tasks include:  

Program Operations, Policy/Strategic Analysis & Project Management.  This task area addresses technical and programmatic support to assist Chemical Defense with all aspects of programmatic planning, technical/strategic analysis, and policy formulation/development/implementation, and execution of full-scope project management.

Support CWMD/Chemical Defense in the review, development, analysis, and coordination of DHS processes, policy, doctrine, directives, regulations, and implementation relevant to chemical defense and chemical security.
Provide technical expertise and analysis in the areas of chemical defense/preparedness/security, medical toxicology/health security, chemical detection, and prevention, protection, and response mission space related to chemical threats and CBRN incidents. 
Support CWMD/Chemical Defense in the strategic development and maintenance of partnerships with key stakeholders, which include other DHS headquarters elements and components, Federal departments and agencies, State and local entities, and the private sector, in support of the CWMD mission.
Support CWMD/Chemical Defense in developing projects and policies based on existing requirements, as well as assess and support execution of existing chemical defense and chemical security policies, programs and initiatives.
Support CWMD/Chemical Defense in engaging public safety operators, first responders and other federal, state, local, territorial and tribal authorities in generating new requirements and developing projects which address current critical domestic chemical defense vulnerabilities and gaps.
Support CWMD/Chemical Defense in assessing chemical risk, threats and vulnerability to varying targets (geographic and/or specific) and provide assistance in the execution of full-scope projects to mitigate and increase protective posture against these risks.
Support CWMD/Chemical Defense in developing and executing chemical detection programs, including providing assistance in acquiring effective detection technology, integrating with both CWMD and other operating entity concept of operations, and continuous evaluation processes to maintain programmatic effectiveness and efficiency.
Support CWMD/Chemical Defense in developing reports, analyses and other internal and external-facing products in support of the aforementioned tasks.

Qualifications

Bachelor’s and Masters degree in direct or related fields of national security, emergency management, environmental health, or similar.

Experience: 5-7 years of experience in the fields of national security, emergency management, public health disaster management, chemical defense or similar areas.

Clearance:  DHS Suitability and/or Secret.  Ability to obtain Top Secret.

Desired Qualifications

 
Experience with Department of Homeland Security (DHS) CWMD Office, DHS HQ and DHS operational components desirable.
Knowledge and experience in CBRN material as well as an understanding of the hazards associated with their manufacture, transport and use
Knowledge of Secure the Cities, BioWatch, and/or other major WMD detection programs
Experience in training, exercise development and execution
Experience in deliberate planning
