SAIC is seeking a Program Manager that provides support to a large federal government agency. Under the direction of the overall PM, this position will manage the performance of a functional service area as part of a larger program.


This position is for Monday through Friday, normal business hours. However, employee may be required to provide after-hours and weekend support during planned or emergency events.

 

Description of Duties:

  • Perform as the primary customer interface for Government Director level leadership for technical and business matters, information sharing, and basic problem resolution.

  • Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance. Identifies and analyzes minor variances, and recommends corrective actions.

  • Define or contribute to the program baseline then execute the program to comply with baseline requirements.

  • Manage risk, customer relationships, and matrixed program staffing.

  • Ensure compliance with quality standards and escalate challenges to leadership.

  • Support business development and program staff management.

 

Qualifications

Required Experience/Skills/Attributes:


  • Experience managing 50 or more program staff including direct labor, subcontractors and suppliers along four areas in two functional areas.

  • Ability to conduct management and contract discussions in coordination with internal cross-functional teams.  Establish and use standard, well-defined processes, procedures, techniques, or tools across all functional areas

  • Experience in personnel management. Possesses the ability to develop leadership and management skills that require mentoring and feedback from supervisors.

  • Ability to escalate program issues to management for assistance. Provide input to corporate activities including performance reviews, compensation-related actions, and staffing and hiring recommendations. Raise personnel issues to appropriate internal support elements.

  • Ability to act independently while routinely being reviewed for soundness of judgment and overall quality and content.

  • Excellent oral and written communication skills

  • Self-motivation, professional demeanor and accountability.

  • Understanding and experience with NIST RMF and FedRAMP methodology for security assessment and authorization.

  • At least three years of experience managing personnel and mentoring team members to develop IT and security assessment skills.
  • Understanding and experience with cloud computing services of either Amazon Web Services (AWS) Microsoft (MS) Azure.
  • Understanding and experiencing with NIST SP 800-53 security controls in enterprise environments.
  • Expert written and verbal communication skills.
  • Project management experience with ability to manage multiple projects/tasks/teams simultaneously.
  • Strong diplomacy skills with the ability to excel in a high-pressured, fast-paced work environment.
  • Clearly articulate requirements written documentation and effectively communicate technical and non-technical concepts to a variety of audiences.
  • Proficiency with Microsoft Office.


 Desired Experience/Skills/Attributes:

  • Knowledge of cybersecurity and privacy principles

  • Knowledge of cyber threats and vulnerabilities

  • ITIL Foundations Certification

  • PMP Certification

  • Risk Management

  • Earned Value Management

  • Experience with ISO-27001 or equivalent

  • Prior Department of State experience is highly desired

     

Required Education/Experience:

  • Bachelors and ten (15) years or more of related experience. Compensation will be commensurate with education and experience.

Clearance Requirement:

  • Secret with ability to obtain Top Secret

Work Location:

  • Washington DC
