SAIC is seeking experienced personnel for the DHS Countering Weapons of Mass Destruction (CWMD) Office Policy, Plans and Analysis directorate to develop foundational DHS Level Policies and Planning documents, conduct Biosurveillance, and create Health Threat Analysis for decision makers and operational partners. The work encompasses a full range of program management and technical support services for the Policy, Plans, and Information Analysis Directorates.
The Biosurveillance Senior Scientist conducts operational scientific and technical analysis in support of the National Biosurveillance Integration Center. Leads the development of a variety of analytic biosurveillance decision support products, overseeing other analysis, that meet National decision makers’ and stakeholders’ requirements. More broadly, performs the functions of a technical expert in the relevant scientific field in support of major biosurveillance programs. Applies scientific expertise in defining and resolving information collection and processing system issues, performing analysis, and developing plans and requirements for further analysis. Coordinates and manages a team of analysts in the preparation of analysis, evaluations, and recommendations within CWMD biosurveillance products in support of federal personnel. Must interact effectively with other interagency partners, and scientific experts conducting research projects for the NBIC.
Provide operational and analytical scientific and technical expertise and insight in support of NBIC’s core biosurveillance mission. In order to provide real-time scientific and health biosurveillance analysis, will need advanced education, knowledge, and capabilities in, but not limited to, the areas of public health, veterinary health, microbiology, bacteriology, virology, biochemistry, epidemiology, chemistry, toxicology, immunology, radiological detection and health effects, geospatial information systems, data science, statistical methods, knowledge management, and technical writing. The individual is expected to establish hypotheses for evaluation, identify appropriate data sources for use, and make independent recommendations to various levels of leadership. The candidate must have the ability to translate complex scientific and technical information to layman’s terms to create actionable information. Support the development of a variety of analytic biosurveillance decision support products that meet decision-makers’ and stakeholders’ requirements.
Responsibilities may include supporting new and ongoing analytical development projects to advance the capability of the Center and assist with the agile cycle development process for generating user level requirements.
Assess stakeholder feedback and provide recommendations to improve, update, or revise NBIC products and services. Brief leadership on recommended changes and work to implement all approved changes in a timely manner.
Education: M.A. or M.S. degree in a scientific, engineering, medical, veterinary, or public health field. Certain personnel will require Ph.D.
General Experience: Must have 6 years of experience in a scientific, engineering, medical, veterinary, or public health field such as biology, chemistry, biochemistry, bacteriology, virology, epidemiology, toxicology, immunology, environmental science or engineering, physics, mathematics, geology, or other related discipline.
Specialized Experience: Must have at least 4 years of experience providing direct or consultant scientific support to major programs or system development efforts related to biosurveillance.
Must have an active Secret clearance and ability to obtain DHS Suitability
