SAIC is seeking experienced personnel for the DHS Countering Weapons of Mass Destruction (CWMD) Office Policy, Plans and Analysis directorate to develop foundational DHS Level Policies and Planning documents, conduct Biosurveillance, and create Health Threat Analysis for decision makers and operational partners. The work encompasses a full range of program management and technical support services for the Policy, Plans, and Information Analysis Directorates.

The Senior Scientist – Chemical conducts operational scientific and technical analysis in support of CWMD programs and mission areas. Applying technical and scientific expertise, leads the development of a variety of analytic decision support products that meet National decision makers’ and stakeholders’ requirements consistent with the direction of the Chemical Defense programs. More broadly, performs the functions of a technical expert in the relevant scientific field in support of CWMD programs. Applies scientific expertise in defining and resolving system issues, performing analysis, and developing plans and requirements for further analysis. Coordinates and manages the preparation of analysis, evaluations, and recommendations within CWMD programs in support of federal personnel.

Work to be performed directly supports CWMD’s Information Analysis Division. The purpose of these support services is to procure qualified and experienced personnel capable of obtaining, monitoring, and reporting information related to CWMD cargo and passenger operations at the Department of Homeland Security’s National Targeting Center (NTC).  

Chemical, Biological, Radiation/Nuclear (CBRN) Targeting Support will include:
Serving as a technical resource for members of the CWMD Targeting staff and customers by providing subject matter expertise that shall respond to inquiries, data calls or other requested information.

Review and inform CBP recommendations for the Countering Weapons of Mass Destruction hotlist within of the National Targeting Center’s Automated Targeting System.

Exchange data and information with military and federal organizations such as: (Office of the Secretary of Defense, Department of Energy, Department of State, Federal Bureau of Investigation, Department of Homeland Security, National Guard Bureau, and other organizations that the Government deems has a need to know).

Develop and refine CWMD intelligence operations tactics, techniques, and procedures; as well as, evaluate and adapt emerging technology for incorporation into global WMD assessment and WMD intelligence exploitation operations. Contractor shall create written products and briefings with a strategic view of the issue; they shall provide a strategic context for the situation/issue. Contractor personnel shall provide tailored analysis, assessments, reports, and other written products when requested by the Government. 

Targeting Counter Networks All Sources Analysis will include:

Daily, evaluate processes used to analyze open source information and classified intelligence, which will be furnished by the Government, concerning designated functional or regional areas to support advanced analytics and requirements development.

Daily, analyze processes that support deliberate, operational, contingency, and crisis action planning while prioritizing intelligence in support of the CWMD mission.

Employ and evaluate advanced analytic and geospatial software to support in-depth CWMD analysis.

Monitor and report on CWMD activity status and critical information requirements.

When the demand is needed, support population and meta-tagging of structured data fields.

Review open source information and classified intelligence, furnished by the Government, concerning designated functional or regional areas. 

Identify and prioritize reviewed information that meets standing intelligence requirements.

Analyze and comment on prioritized intelligence, describing the significance of each item to the Countering WMD mission and deliver this analysis in the form of written reports, briefing slides, geospatial products and/or oral presentations to senior leaders and decision makers.

Exchange data and information with military and federal organizations (Office of the Secretary of Defense, Department of Energy, Department of State, Federal Bureau of Investigation, Department of Homeland Security, National Guard Bureau, and others as requested, this list is not inclusive, as there may be other agencies that will need the information that is not listed). 

Track requests for information (RFI) and requests for assistance (RFA).

Create written products and briefings with a strategic view of the issue; they shall provide a strategic context for the situation/issue. Provide tailored analysis, assessments, reports, and other products as required by the Government.  

Advise and assist the Government in drafting, coordinating, presenting and disseminating of CWMD intelligence collection requirements. Must review existing collections requirements and update where necessary prior to building new requirements.

Provide Transportation and supply chain intelligence analysis and assist with gathering, analyzing, and presenting data, in response to US Customer and Border Patrol queries that will help support and guide evidenced based decisions.

Qualifications

Education: M.A. or M.S. degree in a scientific, engineering, medical, veterinary, or public health field. Specific circumstances may require candidates with Ph.D level education.

Must have active Secret clearance and ability to obtain DHS Suitability

General Experience: Must have 10 years of experience in a scientific, engineering, medical, veterinary, or public health field such as biology, chemistry, biochemistry, bacteriology, virology, epidemiology, toxicology, immunology, environmental science or engineering, physics, mathematics, geology, or other related discipline.

Specialized Experience: Must have at least 4 years of experience providing direct or consultant scientific support to major programs or system development efforts related to human, animal, or plant health and medical consequences of CBRN events or a combination of experience in these areas and the homeland security pillars of prevention, protection, response, or recovery.
