Program Cost Analyst Principal

 

Job Description: 

Oversees and manages the budget and financial management aspects of a complex portfolio of NRO programs related to operations innovation.  Builds and maintains complex relationships with multiple customers within the NRO and with multiple mission partner agencies.  Serves as lead budget officer to support planning, award, and execution of government task orders in support of NRO and mission partner requirements. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project financial issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost, and schedule objectives are met. Complete understanding and wide application of principles, concepts, practices, and standards. Full knowledge of industry practices. Performs assignments in the form of objectives and establishes goals to meet outlined objectives.

 

Job Responsibilities:

  • Perform budget and financial management for a complex portfolio of NRO programs related to operations innovation
  • Review program requirements and spend plans for accuracy and completeness.
  • Accept and manage funds from other agencies in accordance with all applicable NRO policies and regulations
  • Identify and convey resource trade-offs within and among competing programs and provide senior managers with resource alternatives.
  • Analyze contract budget and financial data to ensure appropriate use of government resources and efficient completion of work requirements
  • Propose resource realignments and sources at the Program and Directorate level as required to maintain program execution or to respond to unplanned circumstances.
  • Review funding documentation for accuracy and compliance with applicable NRO policies and instructions. 
  • Maintain appropriate internal controls to minimize data inaccuracy and/or unauthorized use of NRO funds.
  • Consolidate and review program level UFRs, recommending changes and prioritization to senior management.
  • Edit and draft budget summaries, charts, memoranda, issue papers and talking points for senior management.
  • Prepare and brief senior government management, collaborate with COTRs/CLIN managers to accurately fund government contracts, recommend options to fund high-priority mission essential projects.

 


Qualifications

Clearance required to start: TS/SCI with Polygraph
Clearance required to remain on program: TS/SCI with Polygraph

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and two (2) years or more experience

Desired Experience:

  • Experience with NRO financial systems and tools
  • Experience with and understanding of DoD PPBE processes
  • Critical thinking and ability to work well with a wide variety of customers requesting financial data
  • Highly effective time management skills
