JOB DESCRIPTION:

Provide Front End Analysis (FEA) and Navy Training Systems Plan (NTSP) development support.

Provide technical and administrative support to Government Manpower, Personnel, and Training (MPT) Lead ensuring all training requirement projects are coordinated and scheduled amongst stakeholders.

Support, analyze, and develop the technical scope of training requirements in support of MPT projects.

Participate in meetings and related activities such as reviews, evaluations and demonstrations. Make sound recommendations to Government MPT Lead about the quality of documents in support of MPT training policy and programs.

Perform final document review for submission to Government MPT Lead on the following types of documents:  FEA, NTSP, JDTA, Manpower Requirements Analysis, Training Systems Requirements Analysis, Training Situation Analysis, and Business Case Analysis.

Coordinate amongst stakeholder’s progress reviews, Quality Assurance (QA) checks, and ensure project plans are developed and schedules are tracked properly. Additionally, provide project plan support ensuring each project aligns to the Cost, Schedule, and Period of Performance (POP).

Provide technical support and guidance in support of stakeholder’s regarding the following specific tasks:  FEA, NTSP, Job Duty Task Analysis (JDTA), QA, and Plan of Action & Milestone (POA&M) development to include, progress review coordination, execution, and metrics development collection efforts.

Perform document reviews amongst stakeholders to ensure compliance with the applicable Navy references on the following types of documents:  FEA, NTSP, JDTA, Manpower Requirements Analysis, Training Systems Requirements Analysis, Training Situation Analysis, and Business Case Analysis.

Ensure all documentation submitted from stakeholder’s are standardized and technically accurate In Accordance With (IAW) Chief of Naval Operations Instruction (OPNAVINST) 1500.76 (Series).

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience; PhD and 0 years related experience or 10 years experience in lieu of a Bachelors degree.

Desired Qualifications

 

Experience with the design, development, implementation, delivery, and evaluation of Navy courses and training environment.
