Join SAIC’s team in support of the missions of U.S. Africa Command (AFRICOM), its component commands, CJTF-HOA, SOCAFRICA, and other strategic and operational partners. AFRICOM, in concert with interagency and international partners, builds defense capabilities, responds to crises, and deters and defeats transnational threats in order to advance U.S. national interests and promote regional security, stability, and prosperity. The majority of, but not all, the support required under this effort will take place on the African continent.
The SAIC team will provide Exercise and Assessment Support as well as Training Support.
The Exercise and Assessment support team shall provide support to AFRICOM exercises, war games, Tabletop Exercises (TTX), lessons learned programs, and assessment activities. As required by the Government, the team shall provide this support from the initial planning stages, including planning conferences, through execution and assessment. Support to be provided includes, but is not limited to, the following activities:
Assisting with the development of operational and planning concepts.
Attending planning conferences to establish participation execution events, timelines, and communication requirements.
Developing subject-matter-specific Master Scenario Events List (MSEL) injects, objectives, scenarios, events, and vignettes.
Assisting with conducting the white cell and acting as controller participants.
Conducting the AAR, summarizing the MOE and MOP, and documenting lessons learned.
The team shall also assist the Government with overseeing the development of assessment processes and the execution of assessment support which includes, but is not limited to, the following activities:
The Analytical and Assessment Subject Matter Expert (SME):
Analyzes actual and predictable interacting operational activities of a military, governmental, or business system to obtain a qualitative or quantitative, rational basis for decision-making, policies (e.g., Doctrine, Organization, Training, Leader Development, Material, Personnel, Facilities) or resource allocation in support of US Government policy goals and objectives.
Utilizes judgment, experience and subject matter expertise, decision support tools, and basic to extremely complex modeling and measurement techniques, mathematics, statistical methods and other principles in the professional body of knowledge in determining solutions.
Provides integral policy support in the capability development and integration of solutions and the conceptualization, design, development, testing, verification and validation, documentation, and implementation of modeling and simulation based decision support system applications.
A Master’s Degree and sixteen (16) years or more experience; PhD or JD and eight years (8) or more experience
20 years of experience on a joint staff, 10 years of assessment experience and has specialized training regarding assessments and or analytics
Experience with deployments to or support of countries in Africa
Training and experience in curriculum development
Training and experience in providing instructor led training
