We are looking for a Contract Manager to be responsible for a team working on the Korean Peninsula providing Mission Command Network operations and maintenance services to organizations and users serviced by the United States Army Command Information Systems Activity Pacific.  This position is contingent upon contract award. 


Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract. Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met.   (It should be understood that this is not intended to be a detailed nor comprehensive description of any individual employee's job content.  Managers set the specific duties and responsibilities for each employee). 


Essential Duties and Responsibilities


The Contract Manager shall be responsible for all aspects of the contract management, including binding of the company in operation decisions, contract changes, budgetary and strategic authority, for the duration of the contract.


The Contract Manager shall also be responsible for, but not limited to, Invoicing, SOFA actions, security clearances, personnel actions, coordination of contract modifications, acquisitions, the other non-technical actions in support of this contract.


Must be able to perform the following:


  • Provides responses to bids, proposals and contract negotiations.
  • Prepares requests for proposals for distribution to vendors.
  • Develops a set of standard contracts for the company.
  • Analyzes all requirements and provisions in contracts, including terms and conditions, to ensure compliance with all laws and regulations and company policies and procedures.
  • Ensures that contracts are executed in accordance with corporate guidelines.
  • Conducts research prior to writing contracts.
  • Audits existing contracts and oversees contract modifications.
  • Analyzes a contract’s risk to the business.
  • Visits client sites and meets with business partners.
  • Monitors the performance of each signed contract.
  • Ensures that business goals are accomplished by contract implementation.
  • Trains and supervises other contract professionals.
  • Communicates contract implementations to subordinates.
  • Maintains a computer database for the company’s contract management system.
  • Conducts analysis of new laws, regulations and contract trends to determine potential impact on the business.
  • Coordinates with the finance department to ensure correct billing and collection of contractual revenues.
  • Ensures that contracts are in line with corporate goals and objectives.
  • Leads complex contract negotiations and manages all changes in and addendums to existing contracts.
  • Identifies potential improvements to existing policies.
  • Prepares reports on the status of contracts for management.
  • Conducts special projects as assigned.
  • Negotiates and oversees leasing agreements.
  • Other duties as assigned



Qualifications

Education and/or Experience:  Must have bachelor’s degree in a business or IT related discipline; five (5) or more years of complex DoD and IT related O&M type Contract Management as a key manager with cost analysis experience.

Knowledge:  Proficient in the management of complex IT programs, complex technical development concepts, latest software tools and technologies, strong database concepts and designing techniques.

  • Strong critical thinking and problem solving skills
  • Strong self-starter requiring minimal supervision
  • Able to take proactive measures to prevent problems rather than reactive by nature
  • Strong verbal and written communication to effectively express concepts, plans, and proposals
  • Must be a U.S. Citizen

Security Clearance Requirement:
