Description

The Project Manager acts as a designated leader. Team leadership may come from any competency, not just the Program Management Competency (1.0), and may rotate over the life cycle of the program depending on the primary focus of the program at a given time. The Project Manager/Team Leader is responsible for:
1. the day-to-day performance of the IPT, and providing inputs to the Competency Leaders for assigned team members' annual performance appraisals
2. ensuring that decision making within the team is not dominated by one competency
3. speaking for the team, communicating program requirements to the membership and resource requirements to the PMA and competency leadership.
Team leaders should have a broad knowledge of the product and cross-functional interdependence, and possess the interpersonal skills to foster teamwork and motivate the team to success. In most cases, the team leader is not the supervisor of the team members. The team leader guides, coaches and encourages the team's progress, and will provide an input to the members' competency manager regarding the participant's performance. He or she will also cooperate with competency managers, and release team members for professional training when appropriate. Ultimately, the team leader's main focus remains on product and program success.
Additionally, the incumbent oversees and directs assigned Project Managers in all phases of projects from pursuit and capture through execution and contract completion. Supervises Project Managers in coordinating subordinate employee recruitment, selection, training, performance assessment, work assignments, salary, professional development and recognition/disciplinary actions. Responsible for the cost, schedule, technical and contract performance of assigned company projects.
Participates in the negotiation of contracts and contract changes. Supervises the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Monitors Project Manager customer contacts; participates in project review sessions with customer to discuss cost, schedule, technical and contract performance. Develops new business and expands the product line with customers. Supervises execution of projects by Project Managers, to include establishment of project budget and milestones and adherence to budgets and schedules.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE:

Education Requirements: MS or MA degree in a Business Management, Financial, Math, Administration, or Information Services Management Discipline is required. ALLOWABLE SUBSTITUTION: A BS or BA degree or PMI certification and an additional three (3) years of experience can be substituted for an MS or MA degree. An additional five (5) years’ experience may be substituted for the degree.
Experience Requirements: At least ten (10) years’ experience in program management, technical, or business analysis discipline related to weapon systems acquisition and life cycle management is required. Preferred, a minimum of six (6) years out of ten (10) years of recent work experience should be related to analysis and planning. Familiarity with SECNAV, OPNAV, and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD254 is preferred.
Must be able to obtain and maintain a Secret security clearance.
