JOB DESCRIPTION:  

SAIC is looking for a shipboard networks engineer with a TS/SCI clearance to support PEO C4I (NAVWAR) and is familiar with designing and certifying shipboard SCI networks to establish or redesignate the shipboard enclave - Naval Tactical Data Networks (NTDN)

 

Job Tasks:

  • Researches, designs and develops system network security enclave based on applicable legislation, regulation, directives and program-specific requirements.
  • Develops requirements analysis, system architecture, and integrates new enclave into existing programmatic system architecture.
  • Liaise with cross-domain solution (CDS) programs to determine configuration requirements, schedules and budgets necessary to establish enclave.
  • Coordinates with existing shipboard network program to determine and document programmatic requirements, architecture and external coordination necessary to establish shipboard enclave.
  • Supports the design, development, documentation, and testing of classified software products and systems necessary for installation for shipboard use.
  • Supports end product requirements are met and follow the associated standards.
  • Coordinates communication across domain Authorizing Officials to support enclave Assessment and Authorization process.  Provides network-centric artifacts to the Risk Management Framework (RMF) Assessment and Authorization (A&A) lead for incorporation in the Security Plan (SP), the Security Assessment Plan (SAP) and enumerate/document the Ports, Protocols and Services (PPS) used by the network.
  • Support developmental testing to validate that the network enclave meets cyber security, Test and Evaluation (T&E) requirements.
  • Ensure familiarity with data types and information flows across networks to ensure system operations are supportable with existing configurations or document required configuration changes in support of new system capabilities.
  • Possess strong technical writing skills with the ability to reach diverse audiences with varying degrees of technical knowledge and understanding.
  • Apply interoperability requirements that permit interconnection with other networks—including compliance with Joint Testing Interoperability Command (JTIC) net-readiness and net-centricity requirements.

Qualifications

EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience. Applicable experience is acceptable in lieu of advanced degree.

Degree in electrical engineering, computer science or associated technical area with a strong foundation in network architecture and administration.


Ability to work with and build relationships with a variety of stakeholders, government technical representatives, cross-functional teams and other supporting contractors; excellent written and oral communications; ability to work independently or in a team collaborative environment; ability to brief senior government personnel.

Desired Qualifications

 

Understanding of Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I) and Space and Naval Warfare Systems Command (SPAWAR, now Naval Information Warfare Command/NAVWAR) with prior experience with Naval Systems or Programs.


Experience with MagicDraw, Visio and other technical drawing applications necessary for the development of Department of Defense Architecture Framework (DoDAF) technical drawings to include Operational Views (OVs) and System Views (SVs).


Attendant network and security certifications such as: COMPTIA Network+, COMPTIA Security+, Certified Information Systems Security Professional (CISSP).


Prior relevant military or federal government experience.

Prior net-centric Systems Administration (SysAdmin) experience.

INCOSE/DevSecOps certification.
