SAIC is seeking an experienced and energetic PM to lead a large, dynamic IDIQ program serving the US Government. The Program Manager is SAIC’s authorized interface with the Government Contracting Officer (CO) and Contracting Officer’s Technical Representative (COTR), and is responsible for the overall contract performance of the Statement of Work (SOW).
Establish an organization and provide all necessary resources for a Program Management Office (PMO) that is responsible for the management and oversight of the overall IDIQ contract as well as the task orders. This PMO organization is the single focal point for the IDIQ and contract performance to include personnel and problem resolution.
Oversee and direct PMO activities.
Responsible for the overall responsiveness, personnel recruitment, staffing, cost control, adherence to schedules, technical quality of work, management of the Contractor team’s efforts, including subcontractor management, professionalism and cooperativeness, level of understanding of the various Sponsor missions, and commitment to Mission Partner satisfaction.
Implement the Project Management Plan (PMP).
Provide oversight of all contractual functions, planning, organization, and control of resources to complete all services and deliverables in the IDIQ and Task Order requirements.
Serve as the primary program interface between the Contractor and the Customer.
Recruit and retain the required mix of personnel with the expertise, experience, and other appropriate qualifications to perform the required tasks.
Manage and monitor the cost, schedule, technical performance, staffing, materials, deliverables, quality, and metric objectives and milestones.
Manage multiple subcontractor companies and subcontractor performance.
Maintain collaborative relationships with customers (COTR, CO, and Government Task Managers), to include communicating potential problems, issues, and/or risks that may adversely affect the mission and complete of task activities and deliverables.
Contribute to IDIQ program growth.
Collect, analyze, and maintain task performance metrics.
Foster a culture of excellence while proactively addressing challenges and identifying opportunities to improve.
Ensure all security requirements and governance guidelines are met.
TYPICAL EDUCATION AND EXPERIENCE:
At least ten (10) years of previous experience managing a diverse and complex program.
Active TS/SCI clearance with polygraph
Experience providing oversight of large, multi-functional project teams, and managing multiple complex tasks under tight time constraints; expertise and knowledge in the entire development system life cycle, to include Operations and Maintenance (O&M); exceptional management and leadership skills and ability to communicate in a clear and concise manner; strong track record of understanding and interest in current and emerging technologies demonstrated through training, job experience and/or industry activities; and Government contract and subcontract management.
Ability to communicate effectively with all levels of customers.
Current or recent (within the last three years) program management experience of a large program (>50 FTE)
