Join SAIC's team to help DHS with researching and organizing scientific, engineering, and technological resources and leveraging these existing resources into technological tools to help protect the homeland. Functional teams will work in Research & Development (R&D) and Test and Evaluation (T&E) environments to define requirements, then continue through design and development to help programs manage risks, and support deployment and operations through continuous monitoring.
Assist program managers in their execution of programs within the RDT&E process encompassing: technology foraging and scouting; research and development; test and evaluation; systems & operational analysis and engineering; operational testing and integration; information management; technology transfer, transition and commercialization; and risk management and mitigation.
Will be required to assist with defining requirements; provide input to project scope, schedule and budget based on an understanding of the program lifecycle. Assist in maintaining changes to project baselines; monitor deliverables; assess documents, plans and applications; conduct quality reviews of projects and tasks. Prepare presentations and other materials to support project functions. Lead activities to identify project risks and assist in the development of mitigation plans. Draft correspondence, reports, white papers, minutes, spreadsheets, communications products, briefs, and other documentation. Maintain and track action items, and participate in meetings. Will be required to support the development of procurement requests to include having and applying practical knowledge of the acquisition process as outlined in the Federal Acquisition Regulation in order to formulate various acquisition approaches. Assist in drafting various documents supporting a procurement. Will be relied upon to provided technical and procurement guidance to junior contractor staff on the team.

· BA/BS degree and three (3) years or more of experience in analysis, engineering, or technical efforts related to complex system development or acquisition.
o This includes, but is not limited to, experience supporting strategic planning, mission and requirements development, and program definition functions, and providing assistance in developing strategic vision.
o Experience providing analysis to evaluate the degree to which differing systems solutions are effective and feasible.
· Must have at minimum, an active DOD Secret clearance.
· Must be a US Citizen.
· Experience in a Systems Engineering Technical Assistance (SETA) environment.
· T&E training for DHS and / or commercial equivalent T&E certification, this can include training from the Federal Acquisition Institute Training Application System.
· Travel up to 10% (CONUS/OCONUS) may be required.
· Prior DHS contractor fitness (suitability) authorization determination.
· Prior DHS experience including any Components or Directorates of DHS.
