Leads the development of strategic and operational assessments analyzing impacts and returns on investment based on effects created by security cooperation activities, operational missions, partnership development, and engagement efforts. Assessment analysis is conducted using a framework derived from the doctrinal effects assessment model described in Joint Publication 5-0 (JP5-0). Leads analytic teams to provide strategic and operational assessments of SOCEUR OAIs, to provide recommendations for planning and execution. Provides analysis to assess command progress in relation to the respective SOCEUR Supporting Combatant Command Campaign Plan (SSCCP) and operational objectives. Provides maintenance and recommend efficiencies of the assessment feedback process and robust knowledge management system. Compiles input and provides recommended improvement of data collection from systems that aggregate reporting streams at the tactical, operational, and strategic levels, and other assessments to support USEUCOM or USSOCOM. Reviews and recommends revisions to SOCEUR’s analytical frameworks for country level assessments, which provide multifaceted analyses accounting for geopolitical and economic issues, social dynamics, and military considerations at the Alliance, coalition, and country levels to further decrease potential vulnerabilities to SOCEUR assets as well as provide survivability assessments and recommendations. Performs and document assessments, analyses, studies, reports and provide recommendations for: country assessments, regional assessments, and a theater level assessment for SOCEUR’s operating environment. Travel may be required up to 25% of the time. Candidates must obtain TESA status to work in Germany. The successful candidate will receive HOLA/COLA, and completion bonuses in addition to salary. Assistance is available for candidates requiring relocation assistance and DoD/International schools for dependents.
JOB DESCRIPTION: Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions. May collect and analyze data and develop decision support software, service, or products. May develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation. Interprets results and formulates insights and findings underpinned by the data analysis. Receives assignments in the form of objectives and establishes goals to meet objectives. Provides guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Establishes and recommends changes to policies which affect subordinate organization(s). PROBLEM COMPLEXITY: Develops technical solutions to complex problems which require the regular use of ingenuity and creativity. FREEDOM TO ACT: Work is performed without appreciable direction. Exercises considerable latitude in determining technical objectives of assignment. Completed work is reviewed from a relatively long-term perspective for desired results. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. IMPACT: Guides the succesful completion of major programs. Erroneous decisions or recommendations would typically result in failure to achieve major organizational objectives. LIASON: Represents organization as prime technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations.
Required: Bachelor’s degree; Active TOP SECRET/SCI clearance; five years of relevant specialized experience in design, development, and visualization of mathematical, statistical, econometric, and other scientific methods and techniques. Must be able to obtain Technical Expert Status Accreditation (TESA) necessary for SOFA status in Germany.
Preferred: Master’s degree or PhD in Statistics, Mathematics, Operations Research, or Related Field; at least seven years’ experience in design, development, and visualization of mathematical, statistical, econometric, and other scientific methods and techniques; military Special Operations experience.
Desired Additional Qualifications: DoD experience is highly desired. Experience and knowledge of the Theater Special Operations Commands and United States Special Operations Command missions is highly desired. Experience and knowledge of NATO operations and NATO SOF is desired.
