Leads analytic and planning teams to conduct research, analyses, and provide recommendations to plan joint SOF operations, Irregular Warfare (IW) operations (to include UW and Resistance operations), Counterterrorism (CT), and Countering Weapons of Mass Destruction (CWMD) from the spectrum of the National Defense Authorization Act (NDAA) and Security Cooperation (SC) authorities. Provides research, analyses, and recommendations to operational planning, SC planning, military strategy and policy development, requirements and resourcing planning, strategic engagement planning, kinetic and non-kinetic targeting, joint fires, Alternative Compensatory Control Measure (ACCM) coordination, security management, the Defense Readiness Reporting System (DRRS), and the Joint Training Information Management System (JTIMS). Research, analyses, and recommendations shall directly result in thorough and effective strategic and operational analysis for development and incorporation into SOCEUR OPLAN and CONPLAN documents, periodic Foreign Military Training reports, Annual SC program reports to Congress, the EUCOM Counterterrorism Fellowship Program (CTFP), Strategic Engagement plans and supporting Strategic Engagement Playbook, SOCEUR Joint Targeting Cycle, ACCM access indoctrination documents and verification tracking documents, daily Security Cooperation coordination and reports, periodic readiness and training assessments, exercise training objectives, and the annual Joint Mission Essential Tasks List (JMETL) review.
JOB DESCRIPTION: Analyzes actual and predictable interacting operational activities of a military, governmental, or business system to obtain a qualitative or quantitative, rational basis for decision-making, policies (e.g., Doctrine, Organization, Training, Leader Development, Material, Personnel, Facilities) or resource allocation in support of US Government policy goals and objectives. Utilizes judgment, experience and subject matter expertise, decision support tools, and basic to extremely complex modeling and measurement techniques, mathematics, statistical methods and other principles in the professional body of knowledge in determining solutions. Provides integral policy support in the capability development and integration of solutions and the conceptualization, design, development, testing, verification and validation, documentation, and implementation of modeling and simulation based decision support system applications. Managers set the specific duties and responsibilities for each employee). Contributes to the development of new concepts, techniques, and standards. Considered expert in field within the organization. Receives assignments in the form of objectives and establishes goals to meet objectives. Provides guidance to more junior team members to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Establishes and recommends changes to policies which affect organization. PROBLEM COMPLEXITY: Develops solutions to complex problems which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization objectives FREEDOM TO ACT: Work is performed without appreciable direction. Exercises considerable latitude in determining technical objectives of assignment. Completed work is reviewed from a relatively long-term perspective for desired results. IMPACT: Effects of decisions are long-lasting and heavily influence the future course of the organization. Errors in judgment or failure to achieve results would result in the expenditure of large amounts of company resources. LIASON: Serves as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives.
Required: Bachelor’s degree; Active TOP SECRET/SCI clearance; five years relevant specialized military experience; seven years’ of relevant experience as an Industry or other Government Professional in IW/UW, CT, or CWMD operations, or SC authorities.
Preferred: Former field grade officer or Chief Warrant officer; Master’s degree in International Relations, Political Science, or Related Field.
Desired Additional Qualifications: DoD experience is highly desired. Experience and knowledge of the Theater Special Operations Commands and United States Special Operations Command missions is highly desired. Experience and knowledge of NATO operations and NATO SOF is desired.
