The National Security Group of SAIC is seeking a Senior Modeling and Simulation (M&S) Technical Lead to lead the technical M&S aspects of our effort to provide support for the Air Force Modeling and Simulation Support Services opportunity that supports the Air Force Agency for Modeling and Simulation (AFAMS) and the Modeling and Simulation (M&S) community. The Air Force (AF) M&S initiative focuses on simulation as the critical capability for augmenting live resources and processes to support the National Preparedness Cycle (Plan, Organize & Equip, and Train).  M&S is seen as an enabler for decision making and enhancing human performance instead of solely relying on the need for expending resources through live capabilities. In today’s current environment where funding and resources are limited yet threats to our nation’s security still remain requires a higher demand to utilize Live, Virtual & Constructive (LVC) M&S to train, test and equip the nation’s preparedness and resiliency.

 

The Technical Lead will provide guidance and lead the all technical aspects of the M&S effort to provide support to AFAMS and the M&S community. AFAMS and the M&S community require specialized operational, technical, and innovative support to effectively address the highly dynamic and demanding LVC M&S mission.

 

Responsibilities Include:

  • Demonstrating an in-depth M&S technical subject matter knowledge and possess a wide range of experience necessary to effectively provide guidance and information critical to the successful execution of a given activity or support of an exercise/event.
  • Providing effective technical M&S support for AFAMS, the M&S community, its Inter-Governmental Relationship (IGR) partners, and its international allies within their respective Areas of Responsibility (AORs).
  • Possessing an in-depth understanding of M&S Technology and how it supports the M&S community at the tactical, operational, and strategic levels. 

The candidate is not required to work on-site at AFAMS but shall travel routinely (i.e., at least once a month) to CONUS and occasionally (i.e., about four times a calendar year) to OCONUS locations to support meetings, technical exchanges, training exercises/events or other activities in support of this effort.

Qualifications

REQUIRED EDUCATION AND EXPERIENCE

  • Fourteen (14) years of experience in M&S, Engineering, or Computer Science with a Bachelors of Science Degree or higher in a related discipline
  • Possess and maintain one of the following:
    • System Security Certified Practitioner (SSCP) certification or equivalent; 
    • IAT/IAM Level I (or above) security-related certification(s) as an approved DoD 8570 Baseline Certification; 
    • VMware Certified Advanced Professional ‘Cloud Certificates:’ VMware Certified Professional (VCP-Cloud), VMware Certified Advanced Professional – Cloud Infrastructure Design (VCAP-CID), VMware Certified Design expert – Cloud (VCDX-Cloud)
  • Experience with managing the following M&S activities: Cyber Security, Integrating Live Devices with Simulation devices, system development, and supporting RDT&E

 

DESIRED EDUCATION AND EXPERIENCE

  • Proven experience leading large-scale efforts requiring detailed technical integration of resources not commonly considered modular, expandable, and/or integratable when originally designed 
  • Experience with managing the following: 
    • Sustaining and Enhancing Constructive Models, Integrating Virtual Simulators, Cross Domain Information Sharing (CDIS) Activities, and Adoption/Development of Technical Standards.  
  • Knowledge in software development, data integration, network communication, security, and M&S
  • Possessing and maintaining an IAT/IAM Level II (or above) security-related certification(s) as an approved DoD 8570 Baseline Certification
  • Possessing and maintaining VMware Certified Design Expert (VCDX-Cloud)
  • Experience researching and tracking requirements from development through execution
  • Knowledge and experience with Live C4 devices, integration of M&S models (e.g., Constructive simulations, Virtual simulations, Image Generators, and Environment Generators), and M&S techniques, tools, and exercises
  • Experience performing functional testing, executing test plans, and reviewing product suitability documentation
  • Experience organizing information, writing, communicating, and presenting material to technical personnel, senior leaders, and high-level Government stakeholders  

 

REQUIRED CLEARANCE

  • Active TS/SCI clearance during the duration of the contract
