SAIC supports the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP).  [https://www.justice.gov/criminal-icitap]   ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  SAIC is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.  For over a decade, SAIC has fielded hundreds of highly skilled criminal justice professionals supporting ICITAP and OPDAT.

SAIC is seeking highly qualified men and women to serve as Deputy Construction Program Manager (DCPM) with experience in managing multiple, complex and diverse construction projects in various locations for both the U.S Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) and the Export Control and Related Border Security (EXBS) program.  

  The DCPM will be responsible for but not limited to the following:


Ensuring all construction is in accordance to SAIC policies, procedures and according to Federal Acquisition Regulations (FAR) and other applicable standards and regulations.  


Supervise and manage two (2) construction coordinators and oversee daily activities of approximately 20-30 foreign local labor personnel. 


Ensure that vendors and suppliers meet contractual and procurement obligations, performing on-time, within scope and budget.


Apply construction project management best practices and international standards in the performance of their responsibilities. 


Work with various US officials from Departments of State (DoS) and Justice (DOJ). 


Serves as one of ICITAP’s prime contractor representatives on construction related matters in the host country reporting to the ICITAP Program Director. 


Duties also include facilitating meetings; participating in working groups; developing reports and construction project plans; reviewing and editing vendor plans and drawings; conducting briefings; and, active participation in advising officials. 


Work will be performed at designated host-country site(s).

 

Qualifications

 

 

U.S. Citizen

 

Minimum of 6 years of construction management experience

 

Bachelor’s degree in civil or structural engineering, construction management or related fields from a US Department of Education recognized institution

 

Demonstrated experience in proactively managing risk in construction related situations

 

Demonstrated excellent oral and written communications skills in English

 

Demonstrated ability to lead, manage and motivate diverse work teams in understanding and achieving performance objectives

 

Demonstrated ability to organize, set goals, and objectives and effectively allocate resources across numerous concurrent construction sites

 

Demonstrated knowledge of construction best practices, ability to read and correctly interpret blueprints, and understand other technical aspects of construction management

 

Demonstrated ability to effectively manage time wisely, meet deadlines and ensure project progression is in-line with plans, as well as within scope and on budget

 

Demonstrated knowledge of the Federal Acquisition Regulations (FAR), particularly related to Construction Project contract compliance and contract types

 

Ability to obtain and maintain a Public Trust certification from the U.S. DOJ

Possession of U.S. Passport.
