The Department of State an ongoing need to provide global advisory services. Weak or non-existent security sectors represent significant obstacles to sustainable development and democracy.
The development of professional partner nation security forces rooted in the rule of law and accountable to civilian oversight are critical to reducing threats to the United States. Services will include, but not be limited to, advisory, training, and facilitation services globally.
SAIC has immediate availability for multiple positions in areas to include Lebanon, Palau and the Solomon Islands, and Oman.
The IDIQ Manager will bear primary responsibility for technical aspects of contract performance, as well as procurement, personnel, reporting, and other management related requirements of the contract.
She/he bears direct responsibility for the safety of contractor staff and the delivery or goods and services in accordance with the terms and conditions of task orders to be issued under the AFRICAP IDIQ and to the satisfaction of the project stakeholders.
Specifically, the Manager must:
Provide central management and oversight of task orders working collaboratively and often with DOS Headquarters and field project managers, technical officers, contracting officers, as well as meet and consult regularly with the IDIQ COR;
Report to the DOS Contracting Officer s Representative (COR) and DOS program office staff and provide regular updates on project activities including compiling data deliverables for submission to the appropriate
U. S. government entities.
Select, provide, technical and administrative direction and guidance to, and place and support all technical experts carrying out task order
Ensure timely delivery of high quality work products and services.
Serves as leader, coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members and with project stakeholders.
Ensure sound financial systems and standards are follow and that accounting practices allow for accurate and timely reporting, budget control and financial management.
Manage and design responses to task order requests;
Education & Experience:
Undergraduate degree from an accredited institution required.
At least 10 years of demonstrated leadership, strategic thinking and planning, management, supervision, and presentation experience;
Familiarity with DOS/DOD contract mechanism rules and regulations;
Must have strong knowledge of U. S. Federal Acquisition Regulation and be familiar with common program budget types (e. g. cost plus, fixed price, time & materials, etc.)
Previous experience is a plus;
An advanced degree in International Relations, National Security, or related field and/or Project Management Institute (PMI) certification as a Program Management Professional or Project Management Professional is strongly preferred.
Ten (10) years military operations experience with directly related experience in overseas program operations focused on training and operational support to local national military personnel and units at the battalion or brigade level is strongly preferred;
