The U.S. Department of Homeland Security (DHS) Office of the Chief Information Officer (OCIO) is continuing to implement an Information Technology Infrastructure Library (ITIL) solutions based quality service support model to facilitate the management of desktop support services on the unclassified network. Support synergies exist between HSDN, C-LAN and A-LAN, but the IT solutions sought within this program shall provide desktop support services for the DHS HQ A-LAN and technologies that connect to A-LAN.
The SAIC Program Manager (PM) shall be responsible for all SAIC (and SAIC Subcontractor) work performed under the Government (DHS) program Statement of Work (SOW). The SAIC PM shall be the single point of contact for the Government Contracting Officer (CO) and the Government Contracting Officer’s Representative (COR).
SAIC Program Manager Responsibilities:
Management of a large, complex BPA and its associated Task Orders that are firm-fixed price (FFP), time-and-materials (T&M), labor-hour (LH), or any combination thereof.
Knowledgeable on As-a-Service and Managed Service delivery concepts.
Knowledgeable on Desktop Management services.
Oversee the creation of all contract deliverables and execution of contract services, and is accountable for their quality and timely delivery as defined in the contract terms and conditions.
Proactive and responsive to managing SAIC resources to meet the Government’s (DHS') requirements.
Available to the COR via telephone and or email wherein the PM can respond to a request for discussion or resolution of all performance, service, delivery, and technical inquiries or problems within 2 hours of notification from the COR.
Delegate responsibilities to direct reports and Subcontractors in order to oversee successful Task Order completion.
Government’s trusted agent and proactively ensure senior level management within the DHS organization is presented overall program status, including all relevant projects and their potential impact on the higher level organizational strategic vision.
As required by SAIC Executive Management, the SAIC PM shall establish and maintain technical and financial reports demonstrating project progress.
Ensure SAIC (and SAIC Subcontractor) employees understand and abide by DHS established rules, regulations and policies concerning safety and security.
Must be able to read, write, speak and understand English fluently.
BA/BS (prefer degree in a Business, Management or Technical field) and fifteen (15) years or more of related experience.
Five (5) years or more experience directly applicable to managing large, complex, multi-teammate BPA/IDIQ programs
Past experience with a Government-Owned/Contractor-Operated (GOCO) to Contractor-Owned/Contractor-Operated (COCO) transition for assets and services
Must be able to obtain DHS security clearance requirements for up to TS/SCI
