Senior-level position managing contractor support for the Department of Homeland Security (DHS) Student Exchange Visitation Program (SEVP) in support of strategic business process improvements. Directly responsible and accountable for the leadership, guidance, and direction of multiple project teams supporting complex DHS SEVP projects related to data analytics; business process and compliance validation. Implements business process development, business re-engineering, and strategic business processes to improve quality of Student Analysis Operations Center (SAOC) services. Directs the completions of projects within estimated time frames and resource constraints. Coordinates and collaborates with all parties to task and review work products for completeness, quality, and adherence to customer requirements. Manages and integrates project teams that include subcontractors or suppliers and task leads. Provides guidance and direction to the internal cross-functional team. Leverages DHS SEVP and SAIC processes, procedures, techniques and tools to accomplish work. Ensures technical, schedule, and cost, of projects are within customer-required parameters.
Possesses mature leadership and project management skills; is able to aggregate teams into effective units moving in the same direction at the right times and in coordination from other teams and internal and external support resources. Provides dashboard metrics and complete visibility of activities to both Program Manager (PM) and customer. Ability to know what decisions can be made at project level and which ones to escalate in order to resolve any impacts that would adversely affect projects. Participates with the PM in strategy meetings and staffing and hiring actions as requested. Keeps teams engaged and focused: able to retain resources and maintain capability.
Education and Experience:
Has a minimum of a Bachelor of Arts or Science degree, preferably in Business Management, Public Policy, or an immigration-related field.
Has a minimum of eight years of experience which focus on business process and re-engineering projects.
Has proficiency in the Microsoft Office Suite of tools, including Word, Excel, PowerPoint, and Outlook.
Able to read and interpret policy, regulations, and directives and uses that understanding to collaborate and liaison with other fee-funded federal agencies and develop fee rules.
Has the proven ability to conduct detailed research and analysis of technical data and is proficient in financial analysis, activity-based costing, Cost Perform software, and the DHS SEVP fee management processes.
Proficiency in Case Management tools
Agile and/or Scrum Certification
Program Management Professional (PMP)
Must currently possess or be able to obtain a Public Trust security clearance
